    The San Jose Accord was signed in San Jose, Costa Rica on August 3, 1980 by the Presidents of Venezuela and Mexico, whereby the two countries mutually committed to supply the net imported domestic oil consumption of several Central American and Caribbean countries. Countries initially participating in the program are: Barbados, Costa Rica, Dominican Republic, El Salvador, Guatemala, Honduras, Jamaica, Nicaragua, and Panama.     The Fermilab Intensity Frontier Experiments use an integrated submission system known as FIFE-jobsub, part of the FIFE (Fabric for Frontier Experiments) initiative, to submit batch jobs to the Open Science Grid. FIFE-jobsub eases the burden on experimenters by integrating data transfer and site selection details in an easy to use and well-documented format. FIFE-jobsub automates tedious details of maintaining grid proxies for the lifetime of the grid job. Data transfer is handled using the Intensity Frontier Data Handling Client (IFDHC) [1] tool suite, which facilitates selecting the appropriate data transfer method from many possibilities while protecting shared resources from overload. Chaining of job dependencies into Directed Acyclic Graphs (Condor DAGS) is well supported and made easier through the use of input flags and parameters.

Black-Right-Pointing-Pointer Similar strategy is supposed promising in other machine learning problems. -- Abstract: Many non-synonymous SNPs (nsSNPs) are associated with diseases, and numerous machine learning methods have been applied to train classifiers for sorting disease-associated nsSNPs from neutral ones. The continuously accumulated nsSNP data allows us to further explore better prediction approaches. In this work, we partitioned the training data into 20 subsets according to either original or substituted amino acid type at the nsSNP site. Using support vector machine (SVM), training classification models on each subset resulted in an overall accuracy of 76.3% or 74.9% depending on the two different partition criteria, while training on the whole dataset obtained an accuracy of only 72.6%. Moreover, the dataset was also randomly divided into 20 subsets, but the corresponding accuracy was only 73.2%. Our results demonstrated that partitioning the whole training dataset into subsets properly, i.e., according to the residue type at the nsSNP site, will improve the performance of the trained classifiers significantly, which should be valuable in developing better tools for predicting the disease-association of nsSNPs.

    A rational procedure is presented for the selection of the equivalent seismic coefficient to be introduced in the pseudo-static analysis of geotechnical systems which, at failure, behave as a 1-degree of freedom system. It is shown that although pseudo-static and displacement analyses may be regarded as alternative methods of analysis, the seismic coefficient may be related to earthquake-induced permanent displacements and, then, to the expected level of damage. Following the proposed procedure a pseudo-static analysis in accordance with performance based design can be carried out.

  7. Risk of Second Cancers According to Radiation Therapy Technique and Modality in Prostate Cancer Survivors

    Purpose: Radiation therapy (RT) techniques for prostate cancer are evolving rapidly, but the impact of these changes on risk of second cancers, which are an uncommon but serious consequence of RT, are uncertain. We conducted a comprehensive assessment of risks of second cancer according to RT technique (>10 MV vs ≤10 MV and 3-dimensional [3D] vs 2D RT) and modality (external beam RT, brachytherapy, and combined modes) in a large cohort of prostate cancer patients. Methods and Materials: The cohort was constructed using the Surveillance Epidemiology and End Results-Medicare database. We included cases of prostate cancer diagnosed in patients 66 to 84 years of age from 1992 to 2004 and followed through 2009. We used Poisson regression analysis to compare rates of second cancer across RT groups with adjustment for age, follow-up, chemotherapy, hormone therapy, and comorbidities. Analyses of second solid cancers were based on the number of 5-year survivors (n=38,733), and analyses of leukemia were based on number of 2-year survivors (n=52,515) to account for the minimum latency period for radiation-related cancer. Results: During an average of 4.4 years' follow-up among 5-year prostate cancer survivors (2DRT = 5.5 years; 3DRT = 3.9 years; and brachytherapy = 2.7 years), 2933 second solid cancers were diagnosed. There were no significant differences in second solid cancer rates overall between 3DRT and 2DRT patients (relative risk [RR] = 1.00, 95% confidence interval [CI]: 0.91-1.09), but second rectal cancer rates were significantly lower after 3DRT (RR = 0.59, 95% CI: 0.40-0.88). Rates of second solid cancers for higher- and lower-energy RT were similar overall (RR = 0.97, 95% CI: 0.89-1.06), as were rates for site-specific cancers. There were significant reductions in colon cancer and leukemia rates in the first decade after brachytherapy compared to those after external beam RT.     Along with hepatotoxicity, cardiotoxic side effects remain one of the major reasons for drug withdrawals and boxed warnings. Prediction methods for cardiotoxicity are insufficient. High content screening comprising of not only electrophysiological characterization but also cellular molecular alterations are expected to improve the cardiotoxicity prediction potential. Metabolomic approaches recently have become an important focus of research in pharmacological testing and prediction. In this study, the culture medium supernatants from HL-1 cardiomyocytes after exposure to drugs from different classes (analgesics, antimetabolites, anthracyclines, antihistamines, channel blockers) were analyzed to determine specific metabolic footprints in response to the tested drugs. Since most drugs influence energy metabolism in cardiac cells, the metabolite 'sub-profile' consisting of glucose, lactate, pyruvate and amino acids was considered. These metabolites were quantified using HPLC in samples after exposure of cells to test compounds of the respective drug groups. The studied drug concentrations were selected from concentration response curves for each drug. The metabolite profiles were randomly split into training/validation and test set; and then analysed using multivariate statistics (principal component analysis and discriminant analysis). Discriminant analysis resulted in clustering of drugs according to their modes of action. After cross validation and cross model validation, the underlying training data were able to predict 50%-80% of conditions to the correct classification group. We show that HPLC based characterisation of known cell culture medium components is sufficient to predict a drug's potential classification according to its mode of action.

    Purpose: To describe a new method to estimate the mean heart dose for Hodgkin lymphoma patients treated several decades ago, using delineation of the heart on radiation therapy simulation X-rays. Mean heart dose is an important predictor for late cardiovascular complications after Hodgkin lymphoma (HL) treatment. For patients treated before the era of computed tomography (CT)-based radiotherapy planning, retrospective estimation of radiation dose to the heart can be labor intensive. Methods and Materials: Patients for whom cardiac radiation doses had previously been estimated by reconstruction of individual treatments on representative CT data sets were selected at random from a case–control study of 5-year Hodgkin lymphoma survivors (n=289). For 42 patients, cardiac contours were outlined on each patient's simulation X-ray by 4 different raters, and the mean heart dose was estimated as the percentage of the cardiac contour within the radiation field multiplied by the prescribed mediastinal dose and divided by a correction factor obtained by comparison with individual CT-based dosimetry. Results: According to the simulation X-ray method, the medians of the mean heart doses obtained from the cardiac contours outlined by the 4 raters were 30 Gy, 30 Gy, 31 Gy, and 31 Gy, respectively, following prescribed mediastinal doses of 25-42 Gy. The absolute-agreement intraclass correlation coefficient was 0.93 (95% confidence interval 0.85-0.97), indicating excellent agreement. Mean heart dose was 30.4 Gy with the simulation X-ray method, versus 30.2 Gy with the representative CT-based dosimetry, and the between-method absolute-agreement intraclass correlation coefficient was 0.87 (95% confidence interval 0.80-0.95), indicating good agreement between the two methods. Conclusion: Estimating mean heart dose from radiation therapy simulation X-rays is reproducible and fast, takes individual anatomy into account, and yields results comparable to the labor

  9. Development Program of LOCA Licensing Calculation Capability with RELAP5-3D in Accordance with Appendix K of 10 CFR 50.46

    In light water reactors, particularly the pressurized water reactors, the severity of loss-of-coolant accidents (LOCAs) will limit how high the reactor power can extend. Although the best-estimate LOCA methodology can provide the greatest margin on the peak cladding temperature (PCT) evaluation during LOCA, it will take many more resources to develop and to get final approval from the licensing authority. Instead, implementation of evaluation models required by Appendix K of the Code of Federal Regulations, Title 10, Part 50 (10 CFR 50), upon an advanced thermal-hydraulic platform can also gain significant margin on the PCT calculation. A program to modify RELAP5-3D in accordance with Appendix K of 10 CFR 50 was launched by the Institute of Nuclear Energy Research, Taiwan, and it consists of six sequential phases of work. The compliance of the current RELAP5-3D with Appendix K of 10 CFR 50 has been evaluated, and it was found that there are 11 areas where the code modifications are required to satisfy the requirements set forth in Appendix K of 10 CFR 50. To verify and assess the development of the Appendix K version of RELAP5-3D, nine kinds of separate-effect experiments and six sets of integral-effect experiments will be adopted. Through the assessments program, all the model changes will be verified.

    Purpose: The national diagnostic reference levels (NDRLs) is an efficient, concise and powerful standard for optimizing radiation protection of a patient. However, for each hospital the dose-reducing potential of focusing on establishment of local DRLs (LDRLs). A lot of study reported that Computed tomography exam contributed majority radiation dose in different medical modalities, therefore, routine abdomen CT exam was choose in initial pilot study in our study. Besides the mAs of routine abdomen CT exam was decided automatic exposure control by linear attenuation is relate to body shape of patient. In this study we would like to establish the local diagnostic reference levels of routine abdomen exam in computed tomography according to body weight of patient. Methods and Materials: There are two clinical CT scanners (a Toshiba Aquilion and a Siemens Sensation) were performed in this study. For CT examinations the basic recommended dosimetric quantity is the Computed Tomography Dose Index (CTDI). The patient sample involved 82 adult patients of both sexes and divided into three groups by their body weight (50–60 kg, 60–70 kg, 70–80 kg).Carried out the routine abdomen examinations, and all exposure parameters have been collected and the corresponding CTDIv and DLP values have been determined. The average values were compared with the European DRLs. Results: The majority of patients (75%) were between 50–70 Kg of body weight, the numbers of patient in each group of weight were 40–50:7; 50–60:29; 60–70:33; 70–80:13. The LDRLs in each group were 10.81mGy, 14.46mGy, 20.27mGy and 21.04mGy, respectively. The DLP were 477mGy, 630mGy, 887mGy and 959mGy, respectively. No matter which group the LDRLs were lower than European DRLs. Conclusions: We would like to state that this was a pioneer work in local hospital in Chiayi. We hope that this may lead the way to further developments in Taiwan.

    Purpose: Dosimetric effect and discrepancy according to the rectum definition methods and dose perturbation by air cavity in an endo-rectal balloon (ERB) were verified using rectal-wall (Rwall) dose maps considering systematic errors in dose optimization and calculation accuracy in intensity-modulated radiation treatment (IMRT) for prostate cancer patients. Methods: When the inflated ERB having average diameter of 4.5 cm and air volume of 100 cc is used for patient, Rwall doses were predicted by pencil-beam convolution (PBC), anisotropic analytic algorithm (AAA), and AcurosXB (AXB) with material assignment function. The errors of dose optimization and calculation by separating air cavity from the whole rectum (Rwhole) were verified with measured rectal doses. The Rwall doses affected by the dose perturbation of air cavity were evaluated using a featured rectal phantom allowing insert of rolled-up gafchromic films and glass rod detectors placed along the rectum perimeter. Inner and outer Rwall doses were verified with reconstructed predicted rectal wall dose maps. Dose errors and extent at dose levels were evaluated with estimated rectal toxicity. Results: While AXB showed insignificant difference of target dose coverage, Rwall doses underestimated by up to 20% in dose optimization for the Rwhole than Rwall at all dose range except for the maximum dose. As dose optimization for Rwall was applied, the Rwall doses presented dose error less than 3% between dose calculation algorithm except for overestimation of maximum rectal dose up to 5% in PBC. Dose optimization for Rwhole caused dose difference of Rwall especially at intermediate doses. Conclusion: Dose optimization for Rwall could be suggested for more accurate prediction of rectal wall dose prediction and dose perturbation effect by air cavity in IMRT for prostate cancer.     The Hybrid Electric Vehicle (HEV) program officially began in 1993 as a five-year, cost-shared partnership between the U.S. Department of Energy (DOE) and American auto manufacturers: General Motors, Ford, and Daimler Chrysler. Currently, HEV research and development is conducted by DOE through its FreedomCAR and Vehicle Technologies (FCVT) program. The mission of the FCVT program is to develop more energy efficient and environmentally friendly highway transportation technologies. Program activities include research, development, demonstration, testing, technology validation, and technology transfer. These activities are aimed at developing technologies that can be domestically produced in a clean and cost-competitive manner. The vehicle systems technologies subprogram, which is one of four subprograms under the FCVT program, supports the efforts of the FreedomCAR through a three-phase approach [1] intended to: (1) Identify overall propulsion and vehicle-related needs by analyzing programmatic goals and reviewing industry's recommendations and requirements, then develop the appropriate technical targets for systems, subsystems, and component research and development activities; (2) Develop and validate individual subsystems and components, including electric motors, emission control devices, battery systems, power electronics, accessories, and devices to reduce parasitic losses; and (3) Determine how well the components and subassemblies work together in a vehicle environment or as a complete propulsion system and whether the efficiency and performance targets at the vehicle level have been achieved. The research performed under the vehicle systems subprogram will help remove technical and cost barriers to enable technology for use in such advanced vehicles as hybrid electric, plug-in electric, and fuel-cell-powered vehicles.

    The non-extensive self-consistent theory describing the thermodynamics of hadronic systems at high temperatures is used to derive some thermodynamical quantities, as pressure, entropy, speed of sound and trace-anomaly. The calculations are free of fitting parameters, and the results are compared to lattice QCD calculations, showing a good agreement between theory and data up to temperatures around 175 MeV. Above this temperature the effects of a singularity in the partition function at T{sub o} = 192 MeV results in a divergent behaviour in respect with the lattice calculation.

    Intracavitary application of brachytherapy sources followed by external beam radiation is essential for the local treatment of carcinoma of the cervix. Due to very high doses to the central portion of the target volume delivered by brachytherapy sources, this part of the target volume must be shielded while being irradiated by photon beams. Several shielding techniques are available, from rectangular block and standard cervix wedge to more precise, customized step wedge filters. Because the calculation of a step wedge filter's shape was usually based on effective attenuation coefficient, an approach that accounts, in a more precise way, for the scattered radiation, is suggested. The method was verified under simulated clinical conditions using film dosimetry. Measured data for various compensators were compared to the numerically determined sum of the dose distribution around brachytherapy sources and one of compensated beam. Improvements in total dose distribution are demonstrated, using our method. Agreement between calculation and measurements were within 3%. Sensitivity of the method on sources displacement during treatment has also been investigated.

  19. Relationship between blood manganese and blood pressure in the Korean general population according to KNHANES 2008

    Introduction: We present data on the association of manganese (Mn) level with hypertension in a representative sample of the adult Korean population who participated in the Korean National Health and Nutrition Examination Survey (KNHANES) 2008. Methods: This study was based on the data obtained by KNHANES 2008, which was conducted for three years (2007-2009) using a rolling sampling design involving a complex, stratified, multistage, probability-cluster survey of a representative sample of the noninstitutionalized civilian population of South Korea. Results: Multiple regression analysis after controlling for covariates, including gender, age, regional area, education level, smoking, drinking status, hemoglobin, and serum creatinine, showed that the beta coefficients of log blood Mn were 3.514, 1.878, and 2.517 for diastolic blood pressure, and 3.593, 2.449, and 2.440 for systolic blood pressure in female, male, and all participants, respectively. Multiple regression analysis including three other blood metals, lead, mercury, and cadmium, revealed no significant effects of the three metals on blood pressure and showed no effect on the association between blood Mn and blood pressure. In addition, doubling the blood Mn increased the risk of hypertension 1.828, 1.573, and 1.567 fold in women, men, and all participants, respectively, after adjustment for covariates. The addition of blood lead, mercury, and cadmium as covariates did not affect the association between blood Mn and the prevalence of hypertension. Conclusion: Blood Mn level was associated with an increased risk of hypertension in a representative sample of the Korean adult population. - Highlights: {yields} We showed the association of manganese with hypertension in Korean population. {yields} This study was based on the data obtained by KNHANES 2008. {yields} Blood manganese level was associated with an increased risk of hypertension.

The silicon enrichment can be attained by electron beam bombardment, ion beam bombardment, or neutral beam bombardment. It can also be attained by depositing a metal, such as aluminum, on the substrate surface, allowing the metal to oxidize by pulling oxygen from the substrate surface, thereby leaving a silicon enriched surface, and then etching or eroding the metal oxide layer away to expose the silicon enriched surface. Ultraviolet rays can be used to maintain dangling silicon bonds on the enriched surface until covalent bonding with the silver can occur. This disclosure also includes encapsulated mirrors with diffusion layers built therein. One of these mirrors is assembled on a polymer substrate.

  2. Cesium trapping characteristics on fly ash filter according to different carrier gases

    Fly ash, which is a kind of waste from a coal fired power plant, has been used as a trapping material because it contains silica and alumina suitable for forming pollucite (CsAlSi{sub 2}O{sub 6}). Fly ash is sintered in order to fabricate it into a self-standing filter. The effect of a carrier gas on a cesium trapping quantity is investigated to analyze the cesium trapping characteristics by the fly ash filter in a lab-scale experimental apparatus. The chemical form of the cesium trapped on the filter after trapping cesium is identified to be a pollucite phase regardless of the type of carrier gas. The trapping efficiency of cesium by the fly ash filter under the air and NO{sub x}/air conditions is up to 99.0 %. However, the trapping efficiency of the cesium under the SO{sub x} condition was decreased to 80.0 %. (authors)

    There are currently twenty-four Multi-Filter Rotating Shadowband Radiometers (MFRSR) operating within Atmospheric Radiation Measurement (ARM). Eighteen are located within the Southern Great Plains (SGP) region, there is one at each of the North Slope of Alaska (NSA) and Tropical Western Pacific (TWP) sites, and one is part of the instrumentation of the ARM Mobile Facility. At this time there are four sites, all extended facilities within the SGP, that are equipped for a MFRSR but do not have one due to instrument failure and a lack of spare instruments. In addition to the MFRSRs, there are three other MFRSR derived instruments that ARM operates. They are the Multi-Filter Radiometer (MFR), the Normal Incidence Multi-Filter Radiometer (NIMFR) and the Narrow Field of View (NFOV) radiometer. All are essentially just the head of a MFRSR used in innovative ways. The MFR is mounted on a tower and pointed at the surface. At the SGP Central Facility there is one at ten meters and one at twenty-five meters. The NSA has a MFR at each station, both at the ten meter level. ARM operates three NIMFRs; one is at the SGP Central Facility and one at each of the NSA stations. There are two NFOVs, both at the SGP Central Facility. One is a single channel (870) and the other utilizes two channels (673 and 870).

    DNA amplification events that occur at 11q13 in human carcinomas are complex, and amplicons were shown to exhibit numerous discontinuities that could be used as tools for mapping this genomic area. A statistical nearest-neighbor analysis of the amplification patterns of several 11q13 loci in a panel of amplified DNAs was performed in the region of 11q13 centromeric from BCL1. It was strongly correlated with the physical linkages that were established between the same markers. Taken together, the results led to a map of 14 genes and four anonymous probes located in this area. 33 refs., 4 figs., 2 tabs.

    Embodiments of the invention provide a method, system and computer program product for embedding a global barrier and global interrupt network in a parallel computer system organized as a torus network. The computer system includes a multitude of nodes. In one embodiment, the method comprises taking inputs from a set of receivers of the nodes, dividing the inputs from the receivers into a plurality of classes, combining the inputs of each of the classes to obtain a result, and sending said result to a set of senders of the nodes. Embodiments of the invention provide a method, system and computer program product for embedding a collective network in a parallel computer system organized as a torus network. In one embodiment, the method comprises adding to a torus network a central collective logic to route messages among at least a group of nodes in a tree structure.

    At the current level of maturity and experience in the nuclear industry, regarding testing of air treatment systems, it is now possible to design and qualify injection and sample manifolds for most applications. While the qualification of sample manifolds is still in its infancy, injection manifolds have reached a mature stage that helps to eliminate the {open_quotes}hit or miss{close_quotes} type of design. During the design phase, manifolds can be adjusted to compensate for poor airflow distribution, laminar flow conditions, and to take advantage of any system attributes. Experience has shown that knowing the system attributes before the design phase begins is an essential element to a successful manifold design. The use of a spreadsheet type program commonly found on most personal computers can afford a greater flexibility and a reduction in time spent in the design phase. The experience gained from several generations of manifold design has culminated in a set of general design guidelines. Use of these guidelines, along with a good understanding of the type of testing (theoretical and practical), can result in a good manifold design requiring little or no field modification. The requirements for manifolds came about because of the use of multiple banks of components and unconventional housing inlet configurations. Multiple banks of adsorbers and pre and post HEPA`s required that each bank be tested to insure that each one does not exceed a specific allowable leakage criterion. 5 refs., 5 figs., 1 tab.

    To measure the maximum entrance skin dose (MESD) on patients undergoing carotid artery stenting (CAS) using embolic-protection devices, to analyze the dependence of dose and exposure parameters on anatomical, clinical, and technical factors affecting the procedure complexity, to obtain some local diagnostic reference levels (DRLs), and to evaluate whether overcoming DRLs is related to procedure complexity. MESD were evaluated with radiochromic films in 31 patients (mean age 72 {+-} 7 years). Five of 33 (15 %) procedures used proximal EPD, and 28 of 33 (85 %) procedures used distal EPD. Local DRLs were derived from the recorded exposure parameters in 93 patients (65 men and 28 women, mean age 73 {+-} 9 years) undergoing 96 CAS with proximal (33 %) or distal (67 %) EPD. Four bilateral lesions were included. MESD values (mean 0.96 {+-} 0.42 Gy) were <2 Gy without relevant dependence on procedure complexity. Local DRL values for kerma area product (KAP), fluoroscopy time (FT), and number of frames (N{sub FR}) were 269 Gy cm{sup 2}, 28 minutes, and 251, respectively. Only simultaneous bilateral treatment was associated with KAP (odds ratio [OR] 10.14, 95 % confidence interval [CI] 1-102.7, p < 0.05) and N{sub FR} overexposures (OR 10.8, 95 % CI 1.1-109.5, p < 0.05). Type I aortic arch decreased the risk of FT overexposure (OR 0.4, 95 % CI 0.1-0.9, p = 0.042), and stenosis {>=} 90 % increased the risk of N{sub FR} overexposure (OR 2.8, 95 % CI 1.1-7.4, p = 0.040). At multivariable analysis, stenosis {>=} 90 % (OR 2.8, 95 % CI 1.1-7.4, p = 0.040) and bilateral treatment (OR 10.8, 95 % CI 1.1-109.5, p = 0.027) were associated with overexposure for two or more parameters. Skin doses are not problematic in CAS with EPD because these procedures rarely lead to doses >2 Gy.

A key NGDS repository or ‘node’ is located at Southern Methodist University developed by a consortium made up of: • SMU Geothermal Laboratory • Siemens Corporate Technology, a division of Siemens Corporation • Bureau of Economic Geology at the University of Texas at Austin • Cornell Energy Institute, Cornell University • Geothermal Resources Council • MLKay Technologies • Texas Tech University • University of North Dakota. The focus of resources and research encompass the United States with particular emphasis on the Gulf Coast (on and off shore), the Great Plains, and the Eastern U.S. The data collection includes the thermal, geological and geophysical characteristics of these area resources. Types of data include, but are not limited to, temperature, heat flow, thermal conductivity, radiogenic heat production, porosity, permeability, geological structure, core geophysical logs, well tests, estimated reservoir volume, in situ stress, oil and gas well fluid chemistry, oil and gas well information, and conventional and enhanced geothermal system related resources. Libraries of publications and reports are combined into a unified, accessible, catalog with links for downloading non-copyrighted items. Field notes, individual temperature logs, site maps and related resources are included to increase data collection knowledge. Additional research based on legacy data to improve quality increases our understanding of the local and regional geology and geothermal characteristics. The software to enable the integration, analysis, and dissemination of this team’s NGDS contributions was developed by Siemens Corporate Technology.     The US Department of Energy (DOE) proposes to site, construct, and operate a new production reactor (NPR) intended to produce materials for the US nuclear weapons program. The DOE has determined that this proposed action constitutes an action that may significantly affect the quality of the human environment; therefore, the DOE is preparing an environmental impact statement (EIS) to assess the potential impacts of the proposed action and reasonable alternatives on the human and natural environment. The NPR-EIS is being prepared in accordance with Section 102(2)(C) of the National Environmental Policy Act of 1969 (NEPA), as implemented in regulations (40 CFR 1500--1508) promulgated by the Council on Environmental Quality (CEQ). Information on the potentially affected environment at the Hanford Site and its environs was provided to ANL by PNL in various submissions during CY-1989, and some of that information was consolidated into this report, which is considered to be supporting documentation for the NPR-EIS. 93 refs., 35 figs., 46 tabs.

    The Conceptual Decontamination and Decommissioning Plan (D&D) was developed as a concept for progressing from the final actions of the Disposal Phase, through the Decontamination and Decommissioning Phase, and into the initiation of the Long-Term Monitoring Phase. This plan was written in a manner that coincides with many of the requirements specified in DOE Order 5820.2A. Radioactive Waste Management; ASTM El 167 87, Standard Guide for Radiation Protection Program for Decommissioning Operations; and other documents listed in Attachment 3 of the D&D Plan. However, this conceptual plan does not meet all of the requirements necessary for a Decontamination and Decommissioning plan necessary for submission to the U.S. Congress in accordance with the Land Withdrawal Act (P.L. 102-579). A complete D&D plan that will meet the requirements of all of these documents and of the Land Withdrawal Act will be prepared and submitted to Congress by October 1997.

    On February 3, 1993, the US Department of Energy, Richland Operations Office (RL), received a Compliance Order and Information Request from the Director of the Air and Toxics Division of the US Environmental Protection Agency (EPA), Region 10. The Compliance Order requires RL to (1) evaluate all radionuclide emission points at the Hanford Site to determine which are subject to continuous emission measurement requirements in 40 Code of Federal Regulations (CFR) 61, Subpart H, and (2) continuously measure radionuclide emissions in accordance with 40 CFR 61.93. The Information Request requires RL to provide a written Compliance Plan to meet the requirements of the Compliance Order. The RL Compliance Plan included as one of its milestones the requirement to develop a Federal Facility Compliance Agreement (FFCA). An FFCA was negotiated between RL and the EPA, Region 10, and was entered into on February 7, 1994. One of the milestones was to provide EPA, Region 10, with a copy of the Federal Clean Air Act Title V operating air permit application and Air Emission Inventory (AEI) concurrent with its submission to the Washington State Department of Ecology. The AEI will include an assessment of the diffuse and fugitive emissions from the Hanford Site. This assessment does not identify any diffuse or fugitive emission source that would cause an effective dose equivalent greater than 0.1 mrem/yr.

    The 1992 edition of the Financial Statistics of Major US Publicly Owned Electric Utilities publication presents 4 years (1989 through 1992) of summary financial data and current year detailed financial data on the major publicly owned electric utilities. The objective of the publication is to provide Federal and State governments, industry, and the general public with current and historical data that can be used for policymaking and decisionmaking purposes related to publicly owned electric utility issues. Generator and nongenerator summaries are presented in this publication. Four years of summary financial data are provided. Summaries of generators for fiscal years ending June 30 and December 31, nongenerators for fiscal years ending June 30 and December 31, and summaries of all respondents are provided. The composite tables present aggregates of income statement and balance sheet data, as well as financial indicators. Composite tables also display electric operation and maintenance expenses, electric utility plant, number of consumers, sales of electricity, and operating revenue, and electric energy account data. The primary source of publicly owned financial data is the Form EIA-412, {open_quotes}Annual Report of Public Electric Utilities.{close_quotes} Public electric utilities file this survey on a fiscal year, rather than a calendar year basis, in conformance with their recordkeeping practices. In previous editions of this publication, data were aggregated by the two most commonly reported fiscal years, June 30 and December 31. This omitted approximately 20 percent of the respondents who operate on fiscal years ending in other months. Accordingly, the EIA undertook a review of the Form EIA-412 submissions to determine if alternative classifications of publicly owned electric utilities would permit the inclusion of all respondents.

    Purpose: To review IGRT credentialing experience and unexpected technical issues encountered in connection with advanced radiotherapy technologies as implemented in RTOG clinical trials. To update IGRT credentialing procedures with the aim of improving the quality of the process, and to increase the proportion of IGRT credentialing compliance. To develop a living disease site-specific IGRT encyclopedia. Methods: Numerous technical issues were encountered during the IGRT credentialing process. The criteria used for credentialing review were based on: image quality; anatomy included in fused data sets and shift results. Credentialing requirements have been updated according to the AAPM task group reports for IGRT to ensure that all required technical items are included in the quality review process. Implementation instructions have been updated and expanded for recent protocols. Results: Technical issues observed during the credentialing review process include, but are not limited to: poor quality images; inadequate image acquisition region; poor data quality; shifts larger than acceptable; no soft tissue surrogate. The updated IGRT credentialing process will address these issues and will also include the technical items required from AAPM: TG 104; TG 142 and TG 179 reports. An instruction manual has been developed describing a remote credentialing method for reviewers. Submission requirements are updated, including images/documents as well as facility questionnaire. The review report now includes summary of the review process and the parameters that reviewers check. We have reached consensus on the minimum IGRT technical requirement for a number of disease sites. RTOG 1311(NRG-BR002A Phase 1 Study of Stereotactic Body Radiotherapy (SBRT) for the Treatment of Multiple Metastases) is an example, here; the protocol specified the minimum requirement for each anatomical sites (with/without fiducials).     The State Energy Conservation Office has executed its first Fuel Cell Project which was awarded under a Department of Energy competitive grant process. The Texas LPG Fuel Processor Development and Fuel Cell Demonstration Program is a broad-based public/private partnership led by the Texas State Energy Conservation Office (SECO). Partners include the Alternative Fuels Research and Education Division (AFRED) of the Railroad Commission of Texas; Plug Power, Inc., Latham, NY, UOP/HyRadix, Des Plaines, IL; Southwest Research Institute (SwRI), San Antonio, TX; the Texas Natural Resource Conservation Commission (TNRCC), and the Texas Department of Transportation (TxDOT). The team proposes to mount a development and demonstration program to field-test and evaluate markets for HyRadix?s LPG fuel processor system integrated into Plug Power?s residential-scale GenSys 5C (5 kW) PEM fuel cell system in a variety of building types and conditions of service. The program?s primary goal is to develop, test, and install a prototype propane-fueled residential fuel cell power system supplied by Plug Power and HyRadix in Texas. The propane industry is currently funding development of an optimized propane fuel processor by project partner UOP/HyRadix through its national checkoff program, the Propane Education and Research Council (PERC). Following integration and independent verification of performance by Southwest Research Institute, Plug Power and HyRadix will produce a production-ready prototype unit for use in a field demonstration. The demonstration unit produced during this task will be delivered and installed at the Texas Department of Transportation?s TransGuide headquarters in San Antonio, Texas. Simultaneously, the team will undertake a market study aimed at identifying and quantifying early-entry customers, technical and regulatory requirements, and other challenges and opportunities that need to be addressed in planning commercialization of the units. In a previous submission we reported data for shaker bath tests for brine #1 with starting pH's of 3.5, 4.5 and 5.5. In this submission we these pH's compared to starting brine #1 pH's of 6, and 7.

    The DOE-JGI Microbial Genome Annotation Pipeline performs structural and functional annotation of microbial genomes that are further included into the Integrated Microbial Genome comparative analysis system. MGAP is applied to assembled nucleotide sequence datasets that are provided via the IMG submission site. Dataset submission for annotation first requires project and associated metadata description in GOLD. The MGAP sequence data processing consists of feature prediction including identification of protein-coding genes, non-coding RNAs and regulatory RNA features, as well as CRISPR elements. In conclusion, structural annotation is followed by assignment of protein product names and functions.

  14. US Advanced Battery Consortium Reissues Request for Proposal Information to Develop Improved Thermal Management Systems for Li-Ion Batteries for Vehicles

    The U.S. Advanced Battery Consortium (USABC), which partners with the Vehicle Technologies Office to support battery research and development projects, recently reissued a request for proposal information (RFPI) for developing better thermal management systems for lithium-ion (Li-ion) batteries used in vehicles. Proposed thermal management system technologies should offer a significant improvement over current technologies while still meeting the USABC goals. USABC reopened the RFPI to prompt more submissions, especially from candidates new to USABC programs. The deadline for submission is October 7, 2016.

    This report documents work performed in the first quarter of the project entitled: ''Technologies to Enhance Operation of the Existing Natural Gas Compression Infrastructure''. The project objective is to develop and substantiate methods for operating integral engine/compressors in gas pipeline service, which reduce fuel consumption, increase capacity, and enhance mechanical integrity. The report describes the following work: preparation and submission of the Research Management Plan; preparation and submission of the Technology Status Assessment; attendance at the Project Kick-Off meeting at DOE-NETL; formation of the Industry Advisory Committee (IAC) for the project; preparation of the Test Plan; acquisition and assembly of the data acquisition system (DAS).
