The festival lecture by Professor Toepfer, Federal Environment Minister, at the DELIWA main congress in September 1990 addresses all environmental problems. He particularly advocates continuity in environmental policy, expresses his intention to put an end to the mistaken practice of dividing work into production, sale and waste disposal and establish a cooperation with the rural economy for the protection of the groundwater, deals with the Law on Plant Protectants, the Law on Charges for the Emission of Liquid Waste into Surface Waters, the International Commission for the Protection of the Elbe from Pollution and calls for the establishment of a drinking water cadastre with the support of the associations. We now need better views over the environment in the GDR for what went wrong during the fourty years of 'real socialism' cannot be swept away in fourthy weeks in a social, ecologically oriented market economy. We must proceed according to priorities and they are determined by the burden on human health. (orig./HSCH).
