Abstract

A system of optimization computations of five year plans is set forth which was developed over a number of years at the Central Scientific Research Institute of Economics and Scientific-Technical Information of the Coal Industry. Basic principles of design and methodological approaches are given which were used in development of the systemas well as levels of administration and information links between them. The report analyzes the characteristics of problems of planning which arise at different stages of formation of the five year plans and discusses possibilities of taking into account these characteristics in optimized models. Economic formulations of problems of optimization of five year plans are given as applied to two levels of administration: at the branch level and at the level of production associations. Economic-mathematical models of optimization of five year plans are developed for each of the levels and their characteristic features described. The primary methodological principles, on the basis of which optimization models were developed are examined. An economic-mathematical model with continuous variables was developed for the branch level of planning. Volumes of recovery according to a group of shafts in the stage of normal operation (stable group) of each production enterprise are adopted as model variables.  More>>

A system of limitations which includes limitations on volumes and distinguishable resources is formulated. The minimum of operating expenses, minimum of capital investments and maximum of recovery volumes for the planned period can be used as the optimization criteria. An economic-mathematical model which uses integral variable was developed for the production association level.}
