Information to the public on risk prevention arising from energy production in nuclear power plants; Informacion al publico sobre prevencion de riesgos en la produccion de energia nucleoelectrica

Abstract

Full text: The lack of knowledge about ionizing radiation and the fear connected with their pacific applications, is a matchless fact, which is relevant in our society, promoting and important controversy. Several origin lines meet in this point: non pacific uses of nuclear energy, Chernobyl accident, final disposal of radioactive wastes, and manipulation of information against nuclear power. They are based on emotional strategies, producing a detriment in the value of impartial information, which lays in a secondary place. The aim of this paper is to analyze the conditions of a communication process, to transmit objective information about radiation, in different levels of reception, and present guide lines to socially relevant institutions, including physicians and health stations as well as public in general, in terms of training and contacts with groups closely related with radiation knowledge. To do this, a survey in a radius of 50 km around the nuclear stations to determine the factors affecting the perception of radiation risks was carried out. The results showed three outstanding factors: `fear`, `ignorance` and `exposed population` with different points of view related to the social context and individual characteristics of surveyed people. (author) [Espanol] Texto completo: El desconocimiento en torno a las radiaciones ionizantes y el temor que genera su uso pacifico, es un hecho incontrastable y evidenciable en nuestra sociedad, provocando un debate relevante. Convergen en este punto varias lineas de causalidad: la utilizacion belica de la energia nuclear, el accidente de Chernobyl, el destino de los residuos radiactivos, y la manipulacion de la informacion basada en una estrategia emocional, produciendose un detrimento en el valor de la informacion imparcial, que queda en un lugar secundario. El proposito del presente trabajo es analizar las condiciones de un proceso comunicativo para tranmitir una informacion objetiva sobre las radiaciones, en los distintos niveles de recepcion, a fin de presentar lineas orientativas a las instituciones de trascendencia social, incluidos profesionales medicos y autoridades sanitarias, asi como al publico en general, en terminos de capacitacion e interaccion con grupos afectados profesionalmente al quehacer radiologico. A tal fin, se realizo una encuesta en un area programatica de un radio de 50 km alrededor de las Centrales Nucleares, para determinar sobre el conocimiento de los factores que influyen en la percepcion de riesgos de radiacion. Los resultados mostraron que se destacaban fundamentalmente tres factores; `temor`, `desconocimiento` y `poblacion expuesta`, con ponderaciones distintas, relacionadas con el contexto social y caracteristicas individuales de los entrevistados. Dentro de este marco se da a conocer el sistema medico-sanitario para eventos radiologicos en sus tres niveles de organizacion, asi como los programas de capacitacion y evaluacion de los sistemas disenados para afrontar los mismos.
