Evolution and results of the energy conservation programs in PEMEX-REFINACION; Evolucion y resultados de los programas de ahorro de energia en PEMEX-REFINACION

Abstract

The nature of the industrial activities of PEMEX-REFINACION aimed at the energy production area in the refineries of the system, requires for its operation of an energy consumption that represents a highly significant amount among its total operation costs. These energy costs are being reduced in figures higher than 50% in 1990 to 43% in 1993 through coordination programs and investments oriented to the efficient use of energy and losses control. This paper presents the historical description of the developments, advances and achievements that have been obtained up to date in this subject in the production plant of PEMEX-REFINACION, beginning with the intensification of the program of energy conservation and efficient use of energy in 1990. As a substantial part of this paper the different actions being applied are listed right from the beginning of the program with their corresponding cost-benefit analysis, in order to eliminate the energy wastes that correspond fundamentally to short term measures requiring minimum investments and medium term actions with moderate investments. Likewise, the plan of action to be implemented is presented for the operation optimization of the system and the existing equipment, with the long term actions that for their execution require of large investments.  More>>

This paper presents the historical description of the developments, advances and achievements that have been obtained up to date in this subject in the production plant of PEMEX-REFINACION, beginning with the intensification of the program of energy conservation and efficient use of energy in 1990. As a substantial part of this paper the different actions being applied are listed right from the beginning of the program with their corresponding cost-benefit analysis, in order to eliminate the energy wastes that correspond fundamentally to short term measures requiring minimum investments and medium term actions with moderate investments. Likewise, the plan of action to be implemented is presented for the operation optimization of the system and the existing equipment, with the long term actions that for their execution require of large investments. The efforts made in the last 4 years in the system oil refineries have been important, which has been reflected in the reduction of energy consumption in an average of 10,000 equivalent barrels of oil (EBCO) per day; nevertheless there are still great opportunity areas to reach the energy efficiency levels and profitability of the world leading refineries, which is consistent with the conceptual frame of the 1995- 2000 business plan structured for PEMEX-REFINACION. [Espanol] La naturaleza misma de las actividades industriales de PEMEX-REFINACION, enfocada al area de produccion de energeticos en las refinerias del sistema, requiere para sus operaciones de un consumo de energia que representa un renglon altamente significativo dentro de sus costos totales de operacion. Dichos costos de energia se han venido reduciendo de porcentajes superiores al 50% en 1990 a 43% en 1993, mediante programas coordinados de acciones e inversiones orientados al uso eficiente de la energia y al control de perdidas. En este trabajo se presenta la resena historica del desarrollo, avance y logros que a la fecha se han obtenido en esta materia en la planta productiva de PEMEX-REFINACION a partir de la intensificacion del programa de conservacion y uso eficiente de la energia en 1990. Como parte sustancial de este trabajo se enlistan las diversas acciones que se han venido aplicando desde el inicio del programa con su respectivo analisis costo-beneficio, para la eliminacion de dispendios energeticos que corresponden fundamentalmente a medidas a corto plazo que requieren de minima inversion y acciones a mediano plazo con inversiones moderadas. Asimismo se presenta el plan de acciones por realizar para la optimizacion en la operacion de sistemas y equipos existentes, con acciones a largo plazo que para su realizacion requieren de inversiones considerables. Los esfuerzos realizados en este sentido en los ultimos 4 anos en las refinerias del sistema, han sido importantes; lo que se ha reflejado en una reduccion del consumo de energeticos promedio de 10,000 barriles de crudo equivalente por dia (BCED), sin embargo, todavia existen grandes areas de oportunidad para alcanzar los niveles de eficiencia energetica y rentabilidad de las refinerias de vanguardia en el mundo, lo que es consistente con el marco conceptual del plan de negocios 1995-2000 estructurado para PEMEX-REFINACION.}
