Abstract

Every one involved with the conservation and efficient use of electric energy, has listened in reiterative occasions to the causes that changed the conventional mentality at the beginning of the seventies. Nevertheless, there are many persons that still ignore that by using the energy rationally, their costs are significantly reduced, their comfort is enhanced and the environmental problems are minimized. Specifically, in the domestic sector, from the figures reported by the Comision Federal de Electricidad (CFE) in 1996, the electric energy sold was 28,410 Gwh, that is, 23.4% of the total consumption (121,579 Gwh). Table 1 presents the average by tariff in the national domestic sector, which shows that 20% of the electricity consumed was required for environmental conditioning (air conditioning, evaporative coolers and electric fans). The above figures quantitatively show that there is a strong impact in the consumption of electric energy due to weather conditions. For this reason, currently the Comision Nacional de Ahorro de Energia (CONAE) and the Fideicomiso para el Ahorro de Energia (FIDE) are promoting standards and projects to propitiate the rationalization in the use of energy, besides of achieving the improvement of thermal comfort conditions. One more case would be the Fideicomiso para el Aislamiento Termico de la Vivienda en Mexicali (FIPATERM), which promotes the financing of saving measures and efficient energy use in cities with extreme climate. This paper describes the strategy that was followed by the Instituto de Investigaciones Electricas (IIE), for the development of the human and material infrastructure, that has allowed the sustainment of several projects in the saving and efficient use of energy in CFE, CONAE, FIDE, FIPATERM and the Lawrence Berkeley National Laboratory (LBNL), concretely in relationship with the thermal analysis of dwellings. [Espanol] Todos aquellos relacionados con el ahorro y el uso eficiente de la energia electrica, han escuchado en reiteradas ocasiones las causas que le dieron motivo a tal cambio de mentalidad a principios de los anos setentas. Sin embargo, hay muchas personas que aun desconocen que al usar la energia en forma racional, sus costos se ven reducidos en forma importante, su confort se incrementa y se minimizan los problemas ambientales. Concretamente en el sector domestico, de las cifras reportadas por la Comision Federal de Electricidad (CFE) en 1996, las ventas de energia electrica fueron de 28,410 GWh, es decir el 23.4% del consumo total (121,579 GWh). La tabla 1 muestra el promedio por tarifa en el sector domestico nacional, lo cual indica que el 20% de la energia electrica consumida, se requirio para acondicionamiento del medio ambiente (aire acondicionado, enfriador evaporativo y ventiladores). Los datos anteriores indican de manera cuantitativa que existe un fuerte impacto en el consumo de la energia electrica, debido a condiciones climaticas. Por tal motivo, actualmente la Comision Nacional de Ahorro de Energia (CONAE) y el Fideicomiso para el ahorro de energia (FIDE) estan promoviendo normas y proyectos que propicien el uso racional de la energia, ademas de lograr mejores condiciones de confort termico. Un caso mas seria el Fideicomiso para el Aislamiento Termico de la Vivienda en Mexicali (FIPATERM), el cual promueve el financiamiento de medidas de ahorro y uso eficiente de energia en ciudades con clima extremoso. En el presente trabajo se describe la estrategia seguida por el Instituto de Investigaciones Electricas (IIE), para desarrollar la infraestructura humana y material, que le ha permitido apoyar diversos proyectos de ahorro y uso eficiente de energia en la CFE, la CONAE, el FIDE, el FIPATERM, y el Lawrence Berkeley National Laboratory (LBNL), concretamente en lo que corresponde al analisis termico de viviendas.}
