Abstract
ICFA, the International Committee for Future Accelerators, was set up by the Particles and Fields Commission of the International Union of Pure and Applied Physics (IUPAP) in 1976. Its mandate was 'To organize workshops for the study of problems related to an international super-high energy accelerator complex (VBA) and to elaborate the framework of its construction and of its use. To organize meetings for the exchange of information on future plans of regional facilities and for the formulation of advice on joint studies and uses.' In the seven years of its existence (it first met in August 1977), ICFA has organized three workshops on the first topic — t w o on 'Possibilities and Limitations of Accelerators and Detectors' (Fermilab, 1978 and Les Diablerets, 1979) and one on 'Possibilities and Limitations for Superconducting Accelerator Magnets' (Protvino, 1981). At an ICFA meeting at Fermilab in August 1983, it was realized that the second topic had been somewhat neglected. It was therefore decided to postpone a fourth workshop scheduled at the Japanese National Laboratory for High Energy Physics (KEK) and to organize instead a Seminar on 'Future Perspectives in High Energy Physics' similar to that held in New Orleans in 1975, which
