Abstract
The State control system to prevent, detect and respond to cases of radioactive material in scrap metal is functioning in Ukraine. The system includes regulations for the safe and secure management of metal scrap and administrative and technical measures to prevent, detect and respond to cases of radioactive material in scrap metal. The key elements of prevention are the system of licensing and supervision in the sphere of radioactive material use and the State system for inventory, registration and control of radiation sources. Metal scrap management is licensed by the Ministry of Industrial Policy and one of the licence conditions is radiation control of the scrap metal. State supervision of the operations with metal scrap is provided by Ministry of Health and Ministry of Environmental Protection according to the regulation 'State sanitary-ecological standard for metal scrap management'. Specific standards exist for the export of metal scrap. Export consignments are followed by a certificate that proves the radiological safety of the metal. Ukrainian metallurgical plants provide an input radiation control of metal scrap and an output control of the produced metal. The investigation of each case with feedback, information of involved bodies, safe and secure storage of restored radioactive material are provided according to this procedure. (author)}
