Abstract

Low-level radioactive waste consists largely of contaminated laboratory trash, larger items of equipment, animal carcasses from biological tracer experiments, active liquids, and some reactor-irradiated materials. A total of 16,288 55-gallon drums of low-level waste has been dumped off the coast of California from 1946 to 1957, inclusive. The major objectives of the criteria for US sea disposal operations have been (1) safety in handling between waste originator and disposal site, and (2) adequate sinking of wastes in the sea. There has been no requirement for integrity of container or contents at depth. Other techniques used or previously suggested for radioactive waste containment, such as canning, adsorption on clay, and integration into glass are described. In order to render a radioactive waste harmless to fish and other aquatic organisms, it must be either (1) isolated from the environment, or (2) dispersed to levels of permissible concentrations. A spherical vault of suitable engineering design, hermetically sealed and able to withstand high pressures, is proposed for low-level and intermediate-level solid waste disposal, as a means of isolating the waste from the environment. (author) [French] Les dechets de faible radioactivite sont constitues surtout par des detritus contamines provenant des laboratoires, des accessoires d'assez grande dimension, des carcasses d'animaux ayant servi a des experiences biologiques avec traceurs, des liquides radioactifs et certains materiaux irradies provenant de reacteurs. De 1946 a 1957 inclusivement, on a immerge, au large de la cote de Californie, un total de 16.288 bidons de 230 litres environ, remplis de dechets a faible radioactivite. Au cours de ces operations d'evacuation dans les eaux des Etats-Unis, on s'est efforce d'observer deux criteres principaux: 1) assurer la securite des manipulations entre la source des dechets et le lieu d'evacuation et 2) d'engloutir de facon appropriee les dechets dans la mer. Aucune condition n'a ete fixee au sujet de l'integrite du recipient ou du contenu, une fois parvenus dans les profondeurs de la mer. Le memoire expose d'autres methodes pour renfermer des dechets radioactifs qui ont ete utilisees ou suggerees precedemment: mise en recipients metalliques, adsorption sur de l'argile et integration dans du verre. Afin de rendre les dechets radioactifs inoffensifs pour les poissons et autres organismes aquatiques, il faut 1) soit les isoler du milieu environnant, 2) soit les disperser afin d'abaisser leur radioactivite a, la concentration autorisee. Il a ete propose, pour isoler les dechets du milieu environnant, de les placer dans un recipient spherique construit selon un plan approprie, scelle hermetiquement et capable de resister a de hautes pressions; il servirait pour l'elimination des dechets solides a radioactivite faible ou moyenne. Les poissons peuvent etre affectes par les dechets radioactifs de plusieurs manieres : 1) par rayonnement direct des matieres radioactives eliminees; ' 2) par ingestion d'organismes alimentaires contenant des radioisotopes concentres ; 3) par irradiation de l'eau contenant des ions ou particules radioactifs et 4) par contamination, au contact de matieres riches en radioisotopes precipitees en profondeur. Los criterios seguidos por los Estados Unidos en las operaciones de evacuacion de desechos en el mar responden a dos objetivos principales: 1) Conseguir que la manipulacion de desechos entre el punto de origen y el de evacuacion se efectue en las mejores condiciones de seguridad; 2) hundir los recipientes a suficiente profundidad. No se ha establecido ningun requisito por lo que se refiere a la integridad del recipiente o del contenido despues de la evacuacion. El autor describe otras tecnicas utilizadas o sugeridas para el confinamiento de desechos radiactivos, como el envasado en latas, la adsorcion a arcilla y la integracion en vidrio. A fin de que los desechos radiactivos resulten inocuos para los peces y demas organismos marinos, es preciso aislarlos del medio o dispersarlos hasta que su grado de concentracion no exceda del valor maximo permisible. Para aislar del medio a los desechos solidos de baja y mediana actividad evacuados, el autor propone que se emplee un recipiente esferico de apropiado diseno mecanico, hermeticamente cerrado y capaz de resistir grandes presiones. Za period s 1946 goda po 1957 god s beregov Kalifornii bylo sbrosheno othodov s nizkim soderzhaniem radioaktivnyh veshhestv v kolichestve 16288 55-gallonnyh bochek. Glavnymi kriterijami dlja Soedinennyh Shtatov pri udalenii radioaktivnyh othodov v more javljajutsja: 1) tehnika bezopasnosti pri perevozke othodov ot ih istochnika do mesta ih udalenija i 2) sootvetstvujushhie uslovija pri pogruzhenii ih v more. Nikakih trebovaniij otnositel'no celostnosti kontejnerov i ih soderzhimogo po pogruzhenii na glubinu ne pred{sup j}avljaetsja.
