Abstract

This paper describes the facilities,which are being provided for the collection, treatment and disposal of radioactive wastes at Lucas Heights in relation to the estimated arisings. Low-activity effluent is divided into three types: (a) Sewage; (b) Trades waste, arising from reactor cooling tower blow-down and engineering workshops and other inactive areas; and (c) Effluent arising from laboratories and other active areas. The effluent treatment plant for the latter type of effluent consists essentially of mixing and alkali dosing tanks, a sludge-blanket clarifier (using a calcium- iron-phosphate process) and holding tanks. Methods of concentrating the sludge and of secondary treatment are at present being investigated and are discussed. The discharge formula and the expected dilution obtained in the Woronora river are discussed, together with a dilution experiment carried out in the tidal waters. It is proposed to bury all low-activity solid waste after baling where appropriate and the choice and location of the disposal area is discussed. A facility for the storage and disposal of highly active solid waste is discussed. It is proposed to evaporate and store the medium- and high-activity liquid waste. Details are given of the capital and operating costs of the Effluent Treatment Plant and other waste  More>>

(author) [French] Le memoire decrit les installations que le Centre de Lucas Heights cree a l'heure actuelle, eu egard au developpement envisage'en matiere de rassemblement, de traitement et d'elimination des dechets radioactifs. Les' effluents de faible activite se divisent en trois categories: a) Eaux d'egout; b) Dechets industriels provenant de la tour de refroidissement du reacteur, des ateliers et d'autres zones non-actives; c) Effluents provenant des laboratoires et d'autres zones actives. L'usine affectee au traitement du dernier type d'effluents se compose essentiellement de malaxeurs, de bacs de dosage d'alcalis, d'un clarificateur d'impuretes fertiles (appliquant un procede calcium-fer-phosphate) et de bassins de retenue. Le memoire examine les diverses methodes de concentration des impuretes et de traitement secondaire qui sont actuellement a l'etude. Les auteurs etudient la formule d'evacuation et la dilution probable dans le Woronora, et decrivent un essai de dilution qui a ete effectue dans les eaux touchees par la maree. On se propose d'enfouir, le cas echeant apres empaquetage, tous les dechets solidesi de faible activite. Les auteurs etudient le choix et l'emplacement de la zone d'elimination. Ils font un expose sur la construction d'une installation destinee au stockage et a l'elimination de dechets solides a activite elevee. On envisage l'e vaporation et le stockage des dechets liquides a activite moyenne et elevee. Le memoire donne des renseignements detailles sur les depenses d'equipement et d'exploitation afferentes a l'usine de traitement des effluents et a d'autres installations pour le traitement des dechets. (author) [Spanish] La memoria describe las instalaciones previstas para la recogida, tratamiento y evacuacion de los desechos radiactivos en Lucas Heights, en relacion con las cantidades que se produciran segun los calculos. Los efluentes de baja actividad se dividen en tres tipos: a) Aguas de las cloacas, b) Desechos de funcionamiento, provenientes de la torre de refrigeracion del reactor, de los talleres mecanicos y otras zonas no activas, c) Efluentes de los laboratorios y otras zonas activas. La planta de tratamiento para los efluentes del ultimo tipo consiste en principio en tanques de mezcla y dosificacion de alcali, un clarificador de lodos (que emplea un sistema a base de calcio - herro - fosfato) y tanques receptores. Se estan estudiando metodos para concentrar los lodos y metodos de tratamiento secundario, que se discuten en la memoria. La memoria estudia la forma de descarga y el grado de dilucion que se espera obtener en el rio Woronora, asi como un experimento de dilucion que se ha efectuado en las aguas de la zona de las mareas. Se propone enterrar todos los desechos solidos de baja actividad, embalados cuando proceda, y se discuten la eleccion y la situacion de la zona de evacuacion. Se estudia un sistema para almacenar y evacuar desechos solidos de elevada actividad. Se propone la evaporacion y almacenaje de los desechos liquidos de media y baja actividad. Se dan detalles del capital y gastos de funcionamiento de la planta de tratamiento de efluentes y de otros sistemas de manipulacion de desechos. Zhidkie othody nizkoj aktivnosti deljatsja na sledujushhie tri vida: stochnye vody, promyshlennye othody iz sistemy ohlazhdenija reaktora, iz tehnicheskih masterskih i drugih otdelenij, v kotoryh otsutstvujut aktivnye veshhestva; jefljuenty iz laboratorij i drugih otdelenij, rabotajushhih s radioaktivnymi materialami. Zavod po obrabotke jefljuentov poslednego tipa glavnym obrazom sostoit iz bakov, v kotoryh proishodit smeshivanie, shhelochnyh bakov, gde osushhestvljaetsja dozirovka, bakov dlja otstoja i ochistki (v kotoryh primenjaetsja process kal'cij-zhelezo-fosfat) i otstojnikov. V dokumente obsuzhdajutsja issleduemye v nastojashhee vremja metody koncentracii otstoja i ego vtorichnoj obrabotki. Obsuzhdajutsja voprosy udalenija othodov i predpolagaemogo ih rastvorenija, poluchennogo na reke Voronora, a takzhe obsuzhdaetsja opyt po rastvoreniju othodov v drugih vodah, gde imejut znachenie priliv i otliv. Esli est' vozmozhnost', to predlagaetsja provodit' zahoronenie vseh othodov v tverdom sostojanii s nizkoj aktivnost'ju, i v dokumente obsuzhdajutsja voprosy vybora mesta takogo zahoronenija. Takzhe obsuzhdajutsja voprosy sozdanija sredstv dlja hranenija i udalenija vysokoaktivnyh othodov v tverdom sostojanii. Predlagaetsja provodit' vyparivanie i nakoplenie zhidkih radioaktivnyh othodov srednej i vysokoj aktivnosti. Privodjatsja podrobnosti po kapital'nym i jekspluatacionnym rashodam zavoda po obrabotke jefljuentov i drugih ustanovok po obrabotke othodov. (author)}
