The Physical Protection of Nuclear Material and Nuclear Facilities; Proteccion Fisica De Los Materiales Y Las Instalaciones Nucleares

Abstract

Physical protection against the theft or unauthorized diversion of nuclear materials and against the sabotage of nuclear facilities by individuals or groups has long been a matter of national and international concern. Although responsibility for establishing and operating a comprehensive physical protection system for nuclear materials and facilities within a State rests entirely with the Government of that State, it is not a matter of indifference to other States whether and to what extent that responsibility is fulfilled. Physical protection has therefore become a matter of international concern and co-operation. Por ello, la proteccion fisica se ha convertido en motivo de interes y cooperacion internacional. La necesidad de la cooperacion internacional se hace evidente en los casos en que la eficacia de la proteccion fisica en el territorio de un Estado depende de que otros Estados tomen tambien medidas apropiadas para evitar o hacer fracasar los actos hostiles dirigidos contra instalaciones y materiales nucleares, especialmente si se trata de materiales que se transportan a traves de fronteras nacionales.}
