Abstract

This paper describes the scope of nuclear materials management for a typical power reactor in the United States of America. Since this power reactor is financed by private capital, one of the principal obligations of the reactor operator is to ensure that the investment is protected and will furnish an adequate financial return. Because of the high intrinsic value of nuclear materials, appropriate security and accountability must be continually exercised to minimize losses beyond security and accountability for the nuclear materials. Intelligent forethought and planning must be employed to ensure that additional capital is not lost as avoidable additional costs or loss of revenue in a number of areas. The nuclear materials manager must therefore provide in advance against the following contingencies and maintain constant control or liaison against deviations from planning during (a) pre-reactor acquisition of fuel and fuel elements, (b) in-reactor utilization of the fuel elements, and (c) post-reactor recovery of fuel values. During pre-reactor planning and operations, it is important that the fuel element be designed for economy in manufacture, handling, shipping, and replaceability. Concurrently the unproductive down-time of the reactor for fuel rearrangement, inspections, and the like must be minimized. In the post-reactor period, when the fuel has reached a predetermined depletion of fissionable material, the nuclear materials manager must provide for the most economical reprocessing and recovery of fissionable values and by-products. Nuclear materials management is consequently an essential factor in achieving competitive fuel cycle and unit energy costs with power reactors. (author) [French] Le memoire expose en quoi consiste la gestion des matieres nucleaires dans une centrale nucleaire type, aux Etats-Unis. Comme le reacteur en question est partiellement finance a l'aide de capitaux prives, l'une des principales obligations de l'exploitant est d'assurer la protection et la rentabilite des investissements. Etant donne que les matieres nucleaires sont d'une valeur intrinseque elevee, il faut constamment proceder a des controles appropries allant au-dela des mesures de securite et de la comptabilite interessant les matieresnucleaires proprement dites afin de reduire les pertes au minimum. Il faut faire preuve de clairvoyance et planifier judicieusement pour prevenir toute perte supplementaire de capital provenant de frais inutiles ou d'un manque a gagner dans divers secteurs de l'exploitation. C'est ainsi que le gestionnaire de matieres nucleaires doit prendre des dispositions pour garantir la bonne marche des operations et assurer le respect des plans d'execution par une liaison et un controle constants, dans les domaines suivants? a) acquisition du combustible et des elements combustibles, b) utilisation des elements combustibles dans le reacteur et c) recuperation, dans le combustible irradie, des produits et matieres presentant de l'interet. Pendant la periode qui precede l'utilisation du reacteur, il faut faire une place importante dans la planification et les travaux preparatoires aux considerations d'economie dans la conception des elements combustibles, en ce qui concerne leur fabrication, leur manutention, leur transport et leur remplacement. Les differentes etapes de la fabrication doivent etre planifiees de facon a reduire au minimum le manque a gagner du a des periodes improductives d'entreposage de matieres tres couteuses. Pendant la marche du reacteur, il faut assurer une combustion maximale de la matiere fissile par des redistributions appropriees du combustible dans le coeur du reacteur. Parallelement, les temps morts dus a ces redistributions, aux inspections et autres causes semblables doivent etre reduits au minimum. Enfin, lorsque le combustible est extrait du coeur apres avoir atteint un niveau d'irradiation predetermine, le gestionnaire des matieres nucleaires doit veiller a ce que le traitement chimique du combustible et la recuperation des matieres fissiles et des sous-produits se fassent dans les conditions les plus economiques. On voit ainsi que la gestion des matieres nucleaires joue un role essentiel dans l'economie des cycles de combustible et dans la production d'energie par les reacteurs a des prix de revient unitaires concurrentiels. (author) [Spanish] En esta memoria se describen las modalidades de la administracion de los materiales nucleares destinados a un reactor de potencia tfpico de los Estados Unidos. Este reactor esta financiado con capital privado y, por tanto, una de las principales obligaciones de la direccion de la central es asegurar que las inversiones esten protegidas y produzcan un interes razonable. Como los materiales nucleares tienen un valor intrinseco elevado es preciso ejercer sobre ellos una fiscalizacion constante a fin de evitar que las perdidas rebasen los limites de seguridad. Es preciso prevenir mediante una planificacion inteligente las perdidas evitables de capital debidas al incremento de los costos o a la reduccion del rendimiento en determinadas etapas de las operaciones. El administrador de materiales nucleares debe por consiguiente tomar de antemano las disposiciones necesarias para hacer frente a todas las eventualidades y mantener un control constante para evitar que se produzca alguna desviacion de los planes durante a) la adquisicion del combustible o de los elementos combustibles, b) el empleo de los elementos combustibles en el reactor y c) la regeneracion del combustible una vez utilizado. Por lo que respecta al primer punto, es muy importante que los elementos combustibles hayan sido disenados de forma que su fabricacion, su manipulacion y su transporte resulten economicos y sea facil sustituirlos. La programacion de las operaciones de fabricacion debera reducir al mfnimo las perdidas de ingresos debidas a un almacenamiento improductivo excesivamente largo de materiales de costo elevado. Para la etapa de su empleo en el reactor, sera necesario un programa adecuado de redistribucion de los elementos combustibles a fin de lograr el grado maximo de combustion del material fisionable. Ademas, habra que reducir en la medida de lo posible los paros improductivos del reactor debidos a la redistribucion del combustible, a las inspecciones, etc. Cuando el combustible haya llegado a un grado predeterminado de agotamiento, el administrador tendra que disponer la forma mas economica de regeneracion de los materiales fisionables y de recuperacion de los subproductos. La administracion de materiales nucleares es por consiguiente un factor esencial para la reduccion de los costos del ciclo del combustible y para lograr que el costo unitario de la energia producida resulte economicamente interesante.
