Abstract

Canada's Nuclear Power Demonstration station (NPD), initiated by the federal agency Atomic Energy of Canada Limited, is operated and staffed by the Hydro-Electric Power Commission of Ontario, a provincial public utility. Obtaining and training staff for the station was hampered by the fact that until recently most of Ontario's electricity requirements were supplied by the abundant hydro-electric resources of the province. Increasing use of thermal-electric energy since 1950 created an extreme shortage of staff experienced in the operation of thermal stations. To meet this situation, trained manpower for nuclear generating stations was developed by the following steps: (1) An initial group of professional engineers was selected from among persons with considerable experience in nuclear work, thermal stations and electrical operation; (2) Another group of highly experienced operators and maintainers was selected; (3) The selected groups were given a rigorous training programme involving operation of both nuclear and coal-fired stations, instruction from the designers of NPD and training in the classroom and on the job; and (4) A nuclear training centre was established to select and train additional staff, conduct formal examinations and be generally responsible for personnel quality standards. Five general categories of personnel are being developed: (1) Supervisors: professional engineers responsible for operation, maintenance and administrative supervision, rotated periodically to increase their versatility; (2) Operators: four levels of qualification depending on the requirements of the job; (3) Control maintainers: four levels of qualification, responsible for maintenance of all instruments, control equipment and electrical equipment; (4) Mechanical maintainers: various levels and combinations of skills (welding, machining, fitting, etc.), responsible for maintenance of all mechanical equipment; and (5) Service maintainers: responsible for a wide variety of less skilled tasks requiring lower qualifications. In addition to these general categories a few specialists are required, such as chemists and radiation protection officers. Organization of the NPD staff and training for future nuclear-power needs will be discussed. (author) [French] La centrale nucleaire de demonstration canadienne (NPD), creee par un organisme federal, l'Atomic Energy of Canada Limited, est exploitee par une compagnie provinciale de distribution d'electricite, la Hydro-Electric Power Commission of Ontario, qui pourvoit aussi aux besoins en personnel. Le recrutement et la formation du personnel de la centrale ont ete difficiles du fait que, recemment encore, la plupart des besoins en electricite de l'Ontario pouvaient etre satisfaits par les abondantes ressources hydro-electriques de cette province. La multiplication des centrales thermiques, depuis 1950, a cree une enorme demande de personnel. Pour faire face a cette situation, on a organise la formation de personnel pour les centrales nucleaires de la maniere suivante: a) un groupe initial d'ingenieurs a ete selectionne parmi des specialistes ayant une vaste experience des travaux dans le domaine nucleaire de l 'exploitation des centrales thermiques et de la production d'electricite; b) on a selectionne un autre groupe d'operateurs et d'agents des services d'entretien hautement qualifies; c) ces groupes ont recu une formation systematique comprenant l'exploitation de centrales nucleaires et de centrales thermiques a charbon, un enseignement theorique et pratique et des instructions donnees par les specialistes qui ont concu les plans de NPD ; d) un centre de formation nucleaire a ete cree et charge de la selection et de la formation du personnel supplementaire ainsi que de l 'organisation des examens officiels; il doit s'assurer, d'une maniere generale, de la competence du personnel requis. Des examens independants pour le personnel ont ete organises par l'Atomic Energy Control Board, organisme federal distinct. Le personnel se divise en cinq grandes categories: a) cadres superieurs: ingenieurs charges du fonctionnement, de l'entretien et de l'administration de la centrale; un systeme de roulement leur donne la possibilite de se mettre au courant de cous les aspects de l'exploitation de la centrale; b) operateurs: quatre echelons, selon les qualifications requises pour le travail envisage; c) electrotechniciens: quatre echelons, responsables de l'entretien de tous les instruments, des appareils de controle et des installations electriques; d) mecaniciens: echelons et qualifications variables (soudure, usinage, ajustage, etc.), charges de l'entretien de toutes les installations mecaniques et e) autre personnel d'entretien: charge de toute une serie de taches moins specialisees n'exigeant pas d'aptitudes particulieres. A ces diverses categories, il faut ajouter quelques specialistes tels que les chimistes et radioprotectionnistes. Le memoire passe en revue l'organisation du personnel de la NPD et examine les problemes de formation a resoudre en vue de repondre aux futurs besoins en energie. (author) [Spanish] La Central Nucleoelectrica Experimental del Canada (NPD) fue construida por un organismo federal, la Atomic Energy of Canada Limited, pero la explota con personal propio la Hydro-Electric Power Commission of Ontario. Esta ultima tuvo dificultades para seleccionar y formar el personal necesario debido a que hasta hace poco la demanda de electricidad en Ontario se cubria con los abundantes recursos hidroelectricos de que dispone esta provincia. El incremento de la produccion de las centrales termicas, iniciado en 1950, dio lugar a una gran escasez de personal experimentado. Para hacer frente a esta situacion se estimulo la formacion de especialistas para las centrales nucleoelectricas. Se siguieron las siguientes etapas: a) Se selecciono un grupo de ingenieros con considerable experiencia en trabajos nucleares, centrales termicas y produccion de electricidad; b) Se selecciono entre especialistas altamente calificados otro grupo de operadores y de personal encargado del mantenimiento del equipo; c) Los componentes de ambos grupos siguieron un curso especial sobre centrales nucleoelectricas y termicas, con clases teoricas y practicas a cargo de ingenieros de la central NPD; d) Se creo un centro de formacion en tecnicas nucleares con objeto de seleccionar y capacitar mas personal y de someterle a los examenes pertinentes. El personal fue sometido ademas a un examen por la Atomic Energy Control Board, que es otro organismo federal. Se esta formando personal de cinco categorias: a) Directores: ingenieros encargados de la explotacion, el mantenimiento y la administracion; cambian periodicamente de puesto para familiarizarse con todos estos aspectos del trabajo; b) Operadores: cuatro grados de formacion, segun el trabajo que hayan de realizar; c) Encargados del equipo de control: cuatro grados de formacion; este personal es responsable del mantenimiento de todos los instrumentos, del equipo de control y del equipo electrico; d) Encargados del equipo mecanico: con diversos grados de formacion y varias especialidades (soldadura, fresado, ajuste, etc.); este personal es responsable del mantenimiento de todo el equipo mecanico; e) Personal auxiliar: encargado de una gran variedad de trabajos menos especializados que no requieren un alto grado de formacion. Se necesitan, ademas, algunos otros especialistas, entre ellos quimicos y expertos en proteccion radiologica.
