Perspectives for Finland's possibilities for renewable energy in the global business; Naekymiae Suomen mahdollisuuksista uusiutuvaan energiaan liittyvaessae globaalissa liiketoiminnassa

Abstract

The development of various renewable energy sources and technologies is necessary in mitigating global greenhouse gas emissions and in shifting energy production and con-sumption structures towards sustainable development path. This development creates for renewable energy technologies extensive global markets. This study explores prospects and opportunities for Finnish products and know-how in global renewable energy markets and needs to develop public policies in the promotion of industrial, commercial and export activities in this field. First the study considers international markets of renewable technologies, products and services and the export of Finland in these fields. Second the study analyses the opportunities of Finland to develop businesses and export of renewables. Third, the study draws conclusions and makes suggestions to develop Finnish innovation and business activities and policies for the promotion of export of renewable technologies, products and services. Renewable energy sector in Finland has many key elements for successful export, such as advanced innovation system, strong traditional competences in bioenergy sector developed within pulp and paper industry, and versatile research and development activities and advanced innovation system and related policies. Renewable energy sector in Finland has many key elements for successful export, such as advanced innovation system, strong traditional competences in bioenergy sector developed within pulp and paper industry, and versatile research and development activities and advanced innovation system and related policies. The knowledge and knowhow level in bio energy and technology in Finland is high but the current state of other renewables is more diffused in industry, patenting as well as in Tekes programs. In general the promotion of renewable energy requires a clear national policy will and public debate but also regional and national level guidance and concrete measures, also in context and according to related measures presented by Government Programme. The Ministry of Employment and the Economy can have in these activities a strong coordinating role across various administrations. Especially the streamlining of permission and impact assessment procedures and practices are considered very important. This requires close collaboration among administrations and, among others, also supplementary education for example in enforcement of regional equality of permit conditions. Public policy measures are needed to encourage small and medium sized companies and growth companies in risk taking in developing renewable technologies and especially in order to enable piloting and demonstration activities. The development of services as a part of businesses and a delivery of comprehensive entire products plus services business concepts and systems are among key focuses in developing export of renewable businesses and in creating required references. References are also connected often to permits needed in production of renewable energy, risks and needed expertise. In the promotion of education, competencies and employment in the area of renewable energy a comprehensive regional and cross administrative approach is needed. (orig.)}
