Abstract
As reported in some previous newsletters, both FAO and IAEA have been undergoing considerable transformation as a result of a major on-going reform process of FAO that started in 2009 and which is scheduled to be fully implemented by 2013. In addition, the IAEA has seen a complete change of senior management and in January 2011 Mr Daud Mohamad was appointed Deputy Director General Nuclear Sciences and Applications and Head of the Department which includes the Joint FAO/IAEA Division of Nuclear Techniques in Food and Agriculture. The IAEA has been implementing AIPS, a new IAEA wide Information System for Programme Support, representing a drastic transformation of processes. Until recently there were over 60 different and independent internal information systems and AIPS is replacing most of them with one Oracle product. AIPS also entails the adoption of IPSAS, the International Public Sector Accounting Standards, which is used in a majority of international organizations, involving independentlymaintained standards for financial reporting, considered best practice for organizations like ours. AIPS is being introduced in stages or 'plateaus'. The first plateau is devoted to Finance, Procurement, Transportation and the operational parts of Programme and Project Management.
