Abstract

This work aims to propose viable strategies, using several criteria, for the development of Wind Energy in Brazil, to be implemented from the second phase of the PROINFA (Programa de Incentivo a Fontes Alternativas de Energia/Incentive Program to Alternative Energy Sources) onwards. It describes the main incentives for fostering renewable energy sources for electricity generation both under a theoretical point of view and through an analysis of the international experience in this field. It also present an analysis of the new Brazilian electric power sector, specially of the evolution of the politics for renewable power sources. Given the international experience and the current state of the Brazilian Utilities, this work proposes and evaluates quantitative and qualitatively strategies for the application of incentives to Wind Energy, beyond those already applied in PROINFA. The criteria for these strategies are: (1) reduction of greenhouse emissions by utilities; (2) optimization of the hydroelectric system; (3) industrial and regional development and (4) an increase of the participation of alternative renewable sources in the power matrix. Finally, for the strategy (4) the Feed-In system is more adequate for a short-term strategy, while, for the long-term, the harmonization of the Feed-In system and Quota/Green Certificate is more appropriate for wind energy development in Brazil.
