Russian-American relations and the future of arms control

Abstract

This article describes the progressive drift of the US-Russia nuclear military policies, the implications for Russia of the US missile defense program (MDP) and its progress in the framework of President Bush administration, Russia's strategy and tactics to incite the US to continue strategic weapons reduction, the Russian theater missile defense (TMD) proposal and its philosophy, and the future necessary collaboration between the US, the EU and Russia to deal with the challenge of proliferation.
