Abstract
During the previous period RA reactor was not operated because the Committee of Serbian ministry for health and social care has cancelled the operation licence in August 1984. The reason was the non existing emergency cooling system and lack of appropriate filters in the special ventilation system. The new emergency cooling system and the reconstruction of the existing ventilation system were finished in 1989, the conditions for further reactor operation were fulfilled. In the meantime new licensing regulations adopted in 1988 were not demanding the mentioned conditions for reactors operated at power less than 10MW, RA reactor power being 6.5 MW. But the reactor could not be restarted due to planned renewal of the reactor instrumentation. It is planned to exchange the complete instrumentation by the end of 1991. Training program for the staff operating and maintaining the reactor components was prepared in 1985. Reconstruction, modification and construction of components demanded new documentation needed for further safe reactor operation. New version of RA reactor safety report was finished in 1986 according to the recommendations of IAEA and licensing regulations of Yugoslavia. [Serbo-Croat] U proteklom periodu reaktor RA nije bio u pogonu zato sto je 30. jula 1984. godine Republicki komitet za zdravlje i socijalnu politiku republike Srbije, zabranio njegov rad zbog toga sto reaktor ne poseduje sistem za udesno hladjenje i ne poseduje odgovarajuce filtere u sistemu specijalne ventilacije. Radovi na izgradnji sistema za udesno hladjenje i rekonstrukciji postojeceg sistema specijalne ventilacije zavrseni su 1989. godine. Uslovi za nastavak rada reaktora tako su zadovoljeni a u medjuvremenu je objavljen novi pravilnik po kome se pomenuti uslovi vise ne zahtevaju za reaktore snage manje od 10MW, a snaga reaktora RA je 6,5 MW. Medjutim ranije izdato naredjenje o prekidu rada reaktora nije ukinuto. Reaktor nije poceo sa radom i usled najvece rekonstrukcije, zamene celokupne instrumentacije koja je planirana da traje do kraja 1991. godine. Program obuke radnika koji rade u pogonu i odrzavanje reaktora sacinjen je 1985. godine. Rekonstrukcija, modifikacija i izgradnja novih sistema na reaktoru RA zahtevali su i izradu novih dokumenta za dalji siguran i bezbedan rad reaktora. Nova verzija Sigurnosnog izvestaja reaktora RA zavrsena je 1986. u skladu sa preporukama MAAE i 'Pravilnikom o izradi i sadrzaju izvestaja o sigurnosti i druge dokumentacije potrebne za utvrdjivanje sigurnosti nuklearnih objekata' (objavljenom novembra 1988. godine). U novembru 1989. zavrsena je izrada dokumenta koji sadrzi nove propise i uputstva za rad i eksploataciju reaktora RA. Reaktorska petlja projektovana 1986. izgradjena je i ispitana 1990. Sve reaktorske komponente odrzavale su redovno posebno formirane sluzbe, za instrumentaciju, masinsku i elektroopremu. Nedovoljna sredstva za pogon i odrzavanje opreme reaktora RA predstavljaju veliki problem za uspesno i efikasno obavljanje poslova.}
