Abstract

Numerous studies have been made of the cost of a fuel cycle, but many of them are based on a priori studies and are therefore to be treated with reserve. Thus, in the part dealing with the treatment of irradiated fuels, some important factors in the cost have only rarely been given on the basis of practical experience: the cost of transporting the fuels themselves and the plant maintenance costs. Investigations relating to transport costs are generally based on calculations made from somewhat arbitrary data. The studies carried out in France on the transport of irradiated uranium between the EDF reactors at Chinon and the retreatment plant at La Hague of the irradiated uranium from research reactors to foreign retreatment plants, are reported; they show that by a suitable choice of transport containers and details of expedition it has been possible to reduce the costs very considerably. This has been achieved either by combining rail and road transport or by increasing the writ capacities of the transport containers: an example is given of a container for swimming-pool pile elements which can transport a complete pile core at one time, thus substantially reducing the cost. Studies concerning the maintenance costs of retreatment plants are rarer still, although in direct maintenance plants these figures represent an appreciable fraction of the total treatment cost. An attempt has been made, on the basis of operational experience of a plant, to obtain some idea of these costs. Only maintenance proper has been considered, excluding subsidiary operations such as the final decontamination of apparatus, the burial of contaminated material and radioprotection operations Maintenance has been divided into three sections: mechanical maintenance, maintenance of electrical equipment and maintenance of control and adjustment apparatus. In each of these sections the distinction has been made between manpower and the material side. In order to allow comparisons to be made with other plants, an attempt has been made to express the maintenance costs as a percentage of the investments corresponding to each of the sections considered. The unequal aspect of maintenance in a plant of this type is demonstrated, this being due particularly to the inaccessibility of most of the equipment during operation. Finally some conclusions are drawn on what the maintenance costs could be and the means of reducing them in future plants. (author) [French] Le cout du cycle des combustibles a fait l'objet de nombreuses etudes mais beaucoup d'entre elles sont basees sur des etudes a priori et sont donc plus ou moins sujettes a caution. C'est ainsi que dans la partie ayant trait au traitement des combustibles irradies, des elements importants du cout n'ont que rarement ete precises a la suite d'experiences pratiques: le cout du transport des combustibles eux-memes et le cout d'entretien de l'usine. Les etudes relatives au cout du transport sont generalement basees sur des calculs faits a partir de donnees un peu arbitraires. Les etudes qui ont ete faites en France pour le transport d'uranium irradie entre les reacteurs EdF de Chinon et l'usine de retraitement de La Hague et l'uranium irradie des reacteurs de recherches jusqu'aux usines de retraitement etrangeres sont exposees et montrent qu'il a ete possible d'arriver a des types de chateaux de transport et des modalites d'expedition qui permettent de diminuer les couts dans des proportions tres importantes. Ceci a pu etre obtenu soit en combinant les transports par rail et par route soit par l'augmentation des capacites unitaires des chateaux de transport: on cite le cas d'un chateau de transport pour element des piles piscines qui est capable de transporter un coeur complet d'une pile a la fois entrainant une reduction substantielle du cout. Les etudes concernant les couts d'entretien d'usines de retraitement sont encore plus rares, or, dans les usines a entretien direct, ces couts sont une fraction non negligeable du cout de retraitement. D'apres l'experience de marche d'une usine, on a essaye de determiner quel pourrait etre ce cout, on s'est attache a ne considerer que l'entretien proprement dit, a l'exception des operations annexes telles que decontamination finale des appareils, mise en cimetiere actif du materiel contamine, operation de radioprotection proprement dite. L'entretien a ete divise en trois postes: entretien mecanique, entretien de l'appareillage electrique et entretien des appareils de controle et regulation. Dans chacun de ces postes on a distingue la part main-d'oeuvre et la part materiel. En vue de permettre des comparaisons avec d'autres usines, on a essaye de ramener les depenses d'entretien en pourcentage des investissements correspondant a chacun des postes consideres. L'aspect discontinu que presente l'entretien dans une usine de ce type a ete mis en evidence, aspect particulierement du a l'inaccessibilite en marche de la plupart des appareils. Enfin, on a essaye de tirer de cette etude quelques conclusions sur ce que pourraient etre les couts d'entretien et les moyens de les diminuer dans des usines futures. (auteur)}
