Abstract
This document is an executive summary of the colloquium organized by the French syndicate of renewable energies (SER) which took place at the Maison de l'UNESCO in Paris during the national debate on energies organized by the French government in spring 2003. The colloquium was organized around 6 round tables dealing with: the world perspectives and the environmental context of the contribution of renewable energies to the sustainable development (respect of Kyoto protocol commitments, contribution to the security of energy supplies, lack of large scale program of development of decentralized power generation in developing countries, lack of market tools linked with CO{sub 2} emissions, improvement of competitiveness); development of renewable energies in Europe (promotion and sustain in all European countries, obligation of supply and purchase, pricing regulation, European harmonization of practices); renewable electricity and its place in the new orientation law about energies (tariff/pluri-annual investment planing, administrative authorizations, connections to the grid, calls for offer, costs of the photovoltaic solar energy); contribution of renewable energies in the transportation sector (bio-fuels, low taxes, ethanol fuel cells, vegetal chemistry); renewable heat and integration of renewable energy sources in buildings (intelligent architecture, promotion, quality labels and standards, lack of CO{sub 2} penalties linked
