The Eurosafe Forum 2003: Nuclear expertise and challenges of the enlargement of the European Union

Abstract

EUROSAFE is an international forum for discussions among experts from technical safety organisations, research institutes, safety authorities, utilities, the industry, public authorities and non-governmental organisations concerning the status of and recent achievements in nuclear installation safety, waste management, radiation safety and nuclear material security. The Eurosafe Forum 2003 - the fifth of its kind - was held at the Palais Brongniart in Paris on November 25 and 26, 2003. This year's theme was: 'Nuclear expertise and challenges of the enlargement of the European Union: speakers in the various European countries about the environmental scan before enlargement, development and structuring perspectives within the enlarged Europe'. The event brought together 445 experts and researchers from around the world (including 124 from Germany, 184 from France, 88 from Eastern Europe, as well as representatives from Korea, Japan, the United States, Canada, Cuba, and Armenia. The proceedings of the symposium can now be consulted online. The fifth edition of the forum focused on nuclear expertise and the challenge of EU-enlargement and the latest work carried out by GRS, IRSN and their partners from the European Union, Switzerland and Eastern Europe. Nuclear energy contributes approximately one third of European electricity production. A high level of nuclear safety is a priority for the countries of Europe. The technical safety organisations play an important role in contributing to that objective through appropriate approaches to major safety issues as part of their assessments and research activities. The challenges to nuclear safety are increasingly international. Changes in underlying technologies such as instrumentation and control, the impact of electricity market deregulation, demands for improved safety, the ageing of nuclear facilities, waste management, maintaining and improving scientific and technical knowledge and the need for greater transparency - these are all issues where the value of an international approach is gaining increasing recognition. The development of the European Union including its 2004 enlargement will also require closer collaboration between technical safety organisations and even more convergence in European nuclear safety practices. EUROSAFE aims to respond to these needs by offering a European forum for information on and discussion of important nuclear safety issues. The programme of the forum 2003 contained lecture-debates and seminars, 6 contributions to the technical plenary presentations (first day), contributions to the five seminars and posters (second day). The seminars have the following topics: Seminar 1. Nuclear Installation Safety / Assessment and Analysis (12 papers and 9 posters); Seminar 2. Nuclear Installation Safety / Research (10 papers and 6 posters); Seminar 3. Waste management (9 papers and 5 posters); Seminar 4. Environment and Radiation Protection (10 papers and 2 posters); Seminar 5. Nuclear Material Security (9 papers and 3 posters). Other 8 posters completed these symposium proceedings.}
