The european market of electric power is characterized by a relative surplus production capacity. To analyse the market this document presents the european market evolution, the operators and their external growing mastership, the organization principles evolution and the development of the european networks. The second part devoted to the french market opening and regulation, presents the french market evolution, the new freedom space for the market operators, the network access, the implementing of the accounting separation and the public utility.
