Abstract
Several multilateral environmental agreements (MEAs) have been concluded since the Rio Earth Summit in 1992. Some of them have created economic instruments designed to arrest the rapid degradation of the planet environment. Until now and for a variety of reasons, the countries in the Priority Solidarity Zone (PSZ) have not been able to stand as very active partners in negotiating these instruments. This study seeks to respond to the question of whether the PSZ countries are in a position to derive benefit from these new instruments and what the potential impact of these instruments will be on their medium and long-term development. This question often has to be put in more basic terms: ''do the conditions required to apply these instruments exist in the PSZ countries?''.
