Abstract

With an objective to promote technological developments smoothly, surveys and discussions were given on how the improvements in intellectual foundations are worked out inside and outside the country. In surveying the status of improving the databases inside and outside the country, it was disclosed that the databases both inside and outside the country are arranged under the auspices of the governments. The reason for this is considered because the intellectual foundation improvement is difficult to be established as a business. In order to structure a framework to put together and publicize the data including those possessed by the private sector, surveys and discussions were given on the interest among titles to intellectual properties, contractual relationship between the database improving parties and the data providing parties, relationship with taxation systems, and how the incentives should be provided for publicizing the data. In discussing a model case to utilize data acquired by the private sector, it was concluded that assistance by the governments is indispensable for the organizations for structuring and maintaining the databases to continue their activities independently.
