Abstract
This paper explains fiscal 1999 survey on energy conservation at Severstal Steelworks in Russian Federation for the purpose of materializing the COP3 joint implementation, etc. With the crude steel production capacity of about 8.8 million tons/year, this works has established a leading position in Russia as a manufacturer of flat-rolled steel products. Introduced as energy-saving measures are reduction in fuel consumption by modification of sintering machine ignition furnaces, recovery of sinter cooler waste heat for use in electricity generation, LD converter gas recovery, and installation of top pressure recovery turbines (recovering top pressure in the form of electricity). Expected energy saving effect is 969.2, 739.4, 4.18 x 10{sup 3}, and 815TJ/year for each case respectively. Expected greenhouse gas reduction effect is 54,100, 41,273, 2.3x10{sup 5}, and 44,198t-CO2/year respectively. Profitability was examined. With the total investment of 104.5 million yen, Return on investment (ROI) is each 0.33, 0.81, 1.83, and 0.86 or 4.3 in total. In conclusion, the investment recovery period was unacceptable. In order to materialize this project, a favorable financing is necessary such as yen funding by the Japanese Government. Also, on the part of the Steelworks, reduction in the equipment cost for example need to be examined. (NEDO)
