Abstract
The French national program of struggle against the climate change deals with the principal sources of pollution i.e. industry, transports, buildings, agriculture and forests wastes, gas refrigerants and power production. The document contains 12 chapters. First chapter concerns the France's responsibilities regarding the climatic change. The following issues are addressed: 1. The phenomenon, the gas releases and the potential impact; 2. The international negotiations and the European engagements; 3. France's effort for pollutant release abatement. The second chapter describes the principal options of the program. It presents: measures, economical constraints, long term structure actions upon offer. The third and the forth chapters deal with the industrial and transport releases and relating abatement measures. Chapter number five concerns the pollutant released in the building sector, i.e. those related to the dwelling houses, the current and proposed measures for reducing the harmful releases. The issue of carbon dioxide, methane and nitrogen oxide releases and absorptions in the sector agriculture-forests is addressed in chapter 6. The contribution of these releases to the greenhouse effect amounts up to 18% (with 11, 33% and 56%, fractions from the three gas emissions, CO{sub 2}, CH{sub 4} and N{sub 2}O, respectively). The results of a scenario based on extant and proposed measures for release abatement are presented for the period 1990-2010. The chapter 8 devoted to the power production sector presents also the results obtained from the development of renewable energy resources. Increasing efforts are undertaken particularly in the promising sector of the wind power which, cost benefit estimations show, could become comparable with the hydropower. The issue of releases of refrigerant gases is addressed in the chapter number 9. An estimation is given showing that the major contributions (more than 75%) to the total refrigerant pollution come from the agriculture and food industry, commercial refrigeration, frigorific transport and industrial application. Among abatement measures, reinforcing the control, fluid recovery, fiscal measures and research-development actions are mentioned. The chapter number 10 deals with the different territorial levels, the chapter 11 presents the transversal measures, the chapter 12 deals with the tools for follow-up the implementation of the measures against the greenhouse effect and adaptation to the national plan.}
