Abstract
On the basis of extensive research aimed at the assessment of the feasibility of a cost effective two-way telecommunications system, and of the experience gained during the eighties in the field of remote control of the primary distribution network where new digital techniques were introduced, and in the field of metering apparatus, where about 7,000 HV and MV customers were equipped with Ferraris meters associated with electronic devices for the application of multirate tariffs, ENEL (Italian National Electricity Board) has designed a new distribution automation system aimed at: remote control of the MV distribution network, and MV and LV customer meter service automation. This report describes the key choices that determined the architecture of the new system and the most important features of its main components, in view of: an improvement of energy usage efficiency, better service to the customers, as well as, increased simplicity and transparency in customer relationships.
