Abstract
Potentially the most important development in the energy world over the last twenty years arrived at the end of last year with the signing of the European Energy Charter. This far reaching agreement was finally sealed in December 1991 by the 45 signatories including EC and OECD states, most of the Republics of the former Soviet Union, Japan and America.
