The attitude to nuclear energy in comparison with other energy systems; Die Einstellung zur Kernenergie im Vergleich zu anderen Energiesystemen

Abstract

The subject of the study is the analysis of trends, the level and the determinants of the attitude to nuclear energy on the basis of survey data from representative samples. The emphasis is on analyzing the attitude to nuclear energy in the context of the so-called new political line of conflict. The most striking result of the trend analysis of the attitude to four energy systems - nuclear energy, coal, mineral oil, natural gas - was the drastic decline in the acceptance of nuclear energy in the time period covered by the available time series. The trends observed lead one to suppose that the evaluation of energy systems is no simple numbers game of the kind that means a more negative assessment of one energy system unavoidably leads to a more positive assessment of the other and vice versa, but that the individual energy systems are judged at least in part independently of one another. Effective public relations information and events may play an important part in changing attitudes to the individual energy systems. This aspect of the side-effects has been politicized by the New Social Movements particularly with reference to nuclear energy. Provided that political lines of conflict are important and lasting mechanisms for structuring, then nuclear energy will probably remain a constant theme, because of its importance in symbolizing fundamental problems at the technical-industrial growth process. (orig./HSCH). [Deutsch] Es handelt sich um die Analyse der Trends, des Niveaus und der Determination der Einstellung zur Kernenergie auf der Grundlage von Umfragedaten repraesentativer Stichproben. Einen Schwerpunkt bildet die Analyse der Einstellung zur Kernenergie im Kontext der sogenannten neuen politischen Konfliktlinie. Das hervorstechendste Ergebnis der Trendanalyse der Einstellung zur vier Energiesystemen - Kernenergie, Kohle, Erdoel, Erdgas - war die drastische Abnahme der Akzeptanz der Kernenergie in der durch die verfuegbaren Zeitreihen abgedeckten Zeitspanne. Die beobachteten Trends legen die Vermutung nahe, dass die Bewertung der Energiesysteme kein Nullsummenspiel derart ist, dass eine negativere Bewertung des einen Energiesystems zwangslaeufig zu einer positiveren Bewertung der anderen fuehrt und umgekehrt, sondern dass die einzelnen Energiesysteme zumindest teilweise unabhaengig voneinander beurteilt werden. Eine wesentliche Rolle fuer Einstellungsveraenderungen der einzelnen Energiesysteme duerften oeffentlichkeitswirksame Informationen und Ereignisse spielen. Strukturelle Faktoren sind vor allem eine Veraenderung von politischen Werteprioritaeten und eine gestiegene politische Kompetenz der Buerger. Beides zusammengenommen bewirkte eine groessere Wahrnehmung und Sensibilitaet der Buerger fuer die Nebenfolgen des technisch-industriellen Wachstumsprozesses. Dieser Aspekt der Nebenfolgen wurde von den Neuen Sozialen Bewegungen vor allem anhand der Kernenergie politisiert. Sofern politische Konfliktlinien grundlegende und dauerhafte Strukturierungsmechanismen der politischen Auseinandersetzungen sind, wird die Kernenergie - wegen ihrer Bedeutung zur Symbolisierung fundamentaler Probleme der technisch-industriellen Wachstumsprozesse - vermutlich ein Dauerthema bleiben.
