Abstract
The programme is divided into system and technology parts. The aim of system studies is to determine, on the basis of lifecycle analyses, long-term environmental-technological aims for various fields (energy, industry) and to find out an optimum strategy for reaching these aims. The analysis will give data on emission reduction costs and on fields, where technical improvements are required, and will determine the limits set by environmental factors for future technical development. Environmental impacts will be discussed from national and economic viewpoints. Technological development is dependent on new ideas. The aim is to indicate possibilities for reducing emissions from energy use of peat and wood, for low-emission production at least on one industrial field (wood-processing industry), to establish emission measuring and control methods, to indicate utilization alternatives for solid matter separated at power plants, and to find out operable alternatives for the energy use of wastes. Other ventures of significance will also be financed: survey of `new` emissions and development of their measuring and purification methods.
