Abstract

Following the guidelines set forth by the Ministry of Trade and Industry (now Ministry of Employment and Economy), Posiva is preparing to submit a construction license application for the final disposal spent nuclear fuel at the Olkiluoto site, Finland, by the end of the year 2012. Disposal will take place in a geological repository implemented according to the KBS-3 method. The long-term safety section supporting the license application will be based on a safety case that, according to the internationally adopted definition, will be a compilation of the evidence, analyses and arguments that quantify and substantiate the safety and the level of expert confidence in the safety of the planned repository. The present Models and Data Report 2010 is a new contribution to the development of the safety case. The report has been compiled in accordance with Posiva's current plan for preparing the safety case. A full safety case, and an updated Models and Data Report, will be developed to support the Preliminary Safety Assessment Report (PSAR) in 2012. The present Models and Data Report focuses on the models and data used in the most recent KBS-3V and KBS-3H radionuclide release and transport (RNT) reports and in the biosphere assessment. The updated Models and Data Report 2012 covers a broader set of models and data supporting the formulation of scenarios to be analysed. The selection of information presented in this report is based on whether they are used in the RNT calculations, either as data directly used as input in the RNT calculations, models used to derive input data, or models and data (or assumptions) used to formulate a calculation case. The biosphere models and data presented in this report are selected on the basis of their impact on the endpoints derived to assess compliance with regulatory constraints relating to radiation protection. Models and data are presented for the different components of the system: spent fuel, canister, buffer, backfill, additional design components (and stray materials), geosphere and biosphere. For each component, the information is presented as follows: Description of the model(s), key data and confidence in the model(s) and data. Management of uncertainties is included in the confidence discussion. The data production chain has been described where appropriate. The main finding of this report is that improvements in the traceability and transparency of the models and data used in the safety assessment are needed. The data clearance process for use in the RNT reports also needs to be enhanced. Based on the present report's findings, feedback to research and technical development and safety case is presented.
