Abstract

Given the qualifying definition that cost-entailing consequences of technology (CCT) are primarily irreversible disturbances of unquestionably vital states of equilibrium in the developmental process of the interactions between man and nature and between the individual and society the question can be raised as to the costs caused by CCT, i.e. the expenditure of human effort and natural resources permissible for correcting or compensating imbalances thus caused. The monetary aspect of these costs is used without restriction as a measure, in spite of the difficulties this entails in practice. The aim is defined as the unity of redress of manifest and avoidance of future CCT as far as this is possible within the scope of present knowledge. Technology always involves enrgy and consequences of technology (CT) are therfore also always quantifiable in terms of enrgy, in other words there is always a material and an energetical aspect of such CT. This study mainly deals with the energetical aspect of such CT and attempts to define qualitative borders within which comensation remains permissible (developmental borders) (orig.). [Deutsch] Aus der einschraenkenden Voraussetzung, dass aufwandverursachende Technikfolgen (ATF) Verletzungen von notwendig zu erhaltenden Gleichgewichtszustaenden im Entwicklungsprozess der Wechselwirkungen Mensch-Natur und Mensch-Gesellschaft von zunaechst irreversibler Art sind, kann die Fragestellung nach den Kosten der ATF, dem zulaessigen Aufwand an menschlicher Arbeit und natuerlichen Ressourcen zur Regulierung / zum Ausgleich so entstandener Ungleichgewichte abgeleitet werden. Als Massstab soll uneingeschraenkt der monetaere Ausdruck fuer diese Aufwendungen gelten, so schwierig das auch in der Realisierung sein mag. Als Ziel gelte dabei die Einheit von Beseitigung entstandener und Vermeidung neuerlicher ATF im Rahmen des aktuellen Kenntnisstandes. Technik erfordert stets Energie, Technikfolgen (TF) sind demzufolge immer auch energetisch zu quantifizierende Folgen, d.h., TF besitzen eine stoffliche und eine energetische Seite. In der Untersuchung wird vorrangig auf Besonderheiten der energetischen Seite solcher TF eingegangen, wobei qualitative Grenzen gesucht werden, innerhalb denen Kompensation zulaessig bleibt.
