Abstract
In July 1990 the Federal Minister for Research and Technology appointed an advisory commission to the task of discussing the possibilities and chances of improving, changing and complementing the promotion of lbasic research through his ministry. This is the first commission to have been assigned to dealing with the entire spectrum of tasks in basic research of the Federal Ministry for Research and Technology rather than to a specific question (e.g. the priority and necessity of large-scale equipment). The make-up of the commission was correspondingly multidisciplinary. There was a dramatic change in the fininancial outlook during the consultation year. The comission has divided its discussions into four subareas. These are: Areas that are important, new or deserve expansion, - clinical research; - large scale equipment for research purposes; - structural questions of research promotion. The report of the commission is structured analogously. It begins with an analysis of the spectrum of basic reseach currently being sponsored. The four main sections named above are rounded off with recommendations for the European perspective and an analysis of the cooperation between science, the industry and the state in the area of basic research. Erstmals ist es eine Kommission, die nicht eine spezielle Frage (z.B. die Notwendigkeit und Prioritaeten von Grossgeraeten) beantworten, sondern sich mit dem gesamten Spektrum grundlagenwissenschaftlicher Aufgaben des BMFT auseinander setzen sollte. Entsprechend multidisziplinaer war die Zusammensetzung der Kommission. Waehrend des Beratungsjahres aenderte sich der Finanzhorizont dramatisch. Umso mehr erwuchs die Aufgabe, die aus wissenschaftlicher Sicht erkennbaren langfristigen Perspektiven und Notwendigkeiten zu analysieren. Die Kommission hat ihre Beratungen in vier Teilbereiche gegliedert. Diese betreffen wichtige, neue oder zu verstaerkende Gebiete, klinische Forschung, Grossgeraete fuer die Forschung strukturelle Fragen der Forschungsfoerderung. Der Bericht der Kommision gliedert sich entsprechend. Am Beginn steht eine Analyse des derzeit gefoerderten Spektrums an GLF.
