Abstract

The neighbourhood Peltosaari was built during 1970's and 1980's next to Riihimaeki city centre about 70 kilometres north from Helsinki. Peltosaari has a direct connection with railway and bus stations, and other major services. The largest amount of social housing owned by the city of Riihimaeki situates in the western side of the area. Centralized social housing and biased population structure cause social problems. The market prices of the apartments in the area are remarkably lower than in other areas with similar location in relation to station and services. The housing stock can be divided into western and eastern parts. Houses in the eastern side are technically simple and easier to renovate as a large scale renewal project, which enables reproducibility, smooth processes and improved quality control of design, planning and implementation, in line with energy efficiency and cost reductions. Western Peltosaari has more variety in shape, structures and building services. The buildings are not requiring a major overhaul, but due to advantageous location and visibility they have a central role in renewal elevating the quality of the whole area. The strengths of the area are the excellent location, closeness to nature, spaciousness and uniform building stock, luminous and auto free inner yards, and full-grown vegetation. The weaknesses include the technical condition of buildings, architecturally monotonous image of buildings, lack of privacy in the base floor apartments, and social problems caused by large number of social housing in the west side area. Residents in the east side are more satisfied to the area on the average. The planned project is a good example to illustrate the possibilities of renewal for similar housing areas built during 1960 - 1980. The most important activities to improve the energy efficiency are refurbishment of building envelopes, and renewal of ventilation systems. Changing the existing direct electric heating to district heating is an economically sound solution in the houses, where the need to repair building envelope is small. However, after energy efficient renovation the need for heating might decrease even 70%, thus the economic position of district heating option may reduce. The use of solar and wind power in energy production is relatively easy in Peltosaari due to good alignment and simple shapes of the buildings. There is plenty of space on roofs and facades to exploit possibilities of renewable energy. The renewal of Peltosaari can increase the values of apartments as much as 100 million Euros. Additional building rights and new urban design can raise the value even more. At the same time, the improvement of energy efficiency brings savings. Together with the use of renewable energy, reduction of Carbon Footprint, and architecturally impressive and innovative refurbished buildings, the improvement increases the attractiveness of the area. A pre-condition for a successful renewal of the whole Peltosaari is development of the socio-economic conditions in the neighbourhood. The main focus should be in the improvement of the neighbourhood's position in regional markets and development of the population base. (orig.)}
