Plutonium handling techniques and plutonium fuel fabricating facilities should be developed to meet the future demand of plutonium, but the radioactive property of plutonium to be reprocessed from spent fuel and recycled plutonium is remarkably different, and it has to be handled safely. Technical criteria for plutonium facilities are specified in the USAEC regulatory guides and other rules. Some of these criteria are location condition, quality of confinement, protection against accidents and so on. The control conditions for plutonium facilities are exposure control, criticality control, measurement control and new system of safeguard.
