Although India's scientists and engineers are competent to deal with the nuclear plants the government has approved, he observes that India has not dealt with the lack of an industrial base, the heavy-water requirements of the CANDU reactor, the cost of a thorium fast-breeder reactor, and the problems of safety and environment. Further, he feels that India needs a moratorium on nuclear development to reassess its energy options and to make certain fundamental reforms in its energy-related regulations. 9 references. (DCK)",
