Which Announcement Notice (AN) do I use?
Submitted STI reports should not contain Protected Personally Identifiable Information (PII).
Financial Assistance Recipients/Awardees
You do not need a username or password. Complete the use the AN 241.3, "U.S. DOE Announcement of DOE Scientific and Technical Information (STI)." See the 241.3 Instructions for further information. Please review and print your information carefully before submitting the notice. You will not be able to view or edit information once you submit.
DOE Operations/Field Offices
DOE operations/field offices submitting on behalf of their awardees use the AN 241.3, "U.S. DOE Announcement of DOE Scientific and Technical Information (STI)." See the 241.3 Instructions for further information. An authorized releasing official must ensure the completion of the required fields and submit the notice and the STI report or product to OSTI. An E-Link account is required for access.
DOE Program Offices or Major Site/Facility Management Contractors
DOE program offices and Major Site/Facility Management Contractors submitting STI reports use the 241.1, "U.S. DOE Announcement of DOE Scientific and Technical Information,” via batch file, or via OSTI-to-Site Tapping. See the 241.1 Instructions for further information. An authorized releasing official must ensure the completion of the required fields and submit the notice and the STI report or product to OSTI. An E-Link account is required for access.

Announcement Notice Instructions
- OSTI ID
This is a permanent unique identifier assigned by OSTI to each record entered.
NOTE: If you have editing privileges, the EDIT button appears for each record in this column, OSTI ID. Select the EDIT button when you wish to edit the record shown on the Search Results screen.
- Report No.
- Contract No.
NOTE: for those who have releasing official authority, select the title when you wish to DELETE the record shown on the Search Results screen. The REMOVE button appears at the bottom of the record whose title was selected.

Search on the complete OSTI ID or use you may use a wildcard at the end of a partial number.
- Report Number
Search on the complete report number or on specific pieces that are part of the report number separated by special characters like dash (-) or slash (/), or use the wildcard character * if searching by a partial report number, examples: RN-1234-Vol1 or 1234 or RN-1234*.
- Contract Number
Search on the complete contract number or on specific pieces that are part of the contract number separated by special characters like dash (-) or slash (/), or use the wildcard character asterisk (*) if you do not specify the entire contract number, examples: AC50-99XY12345 or XY0001234, AC50 or XY00012. If you are including parentheses in your search you will need to precede them with a backslash (\), example: XY\(12-\)-345.
Search on all or part of a title; you can search on partial words if you use the wildcard character asterisk (*).

Your results will only include records associated with your site or office.
Transmitting via Batch File (Jannean is reviewing)
For 241.1 announcement information only, you can submit announcement records via batch file. Sites may transmit tagged data along with uploaded full-text files. The XML & FULL TEXT button under UPLOAD FILES brings up a screen for you to upload your 241.1 data in a batch file. The top section of the screen asks for the announcement records filename. You can either enter the filename in the space provided, or select the BROWSE button to select the file from your system. If any announcement records reference electronic full-text files that will be uploaded to OSTI, they must be uploaded at this time. If more than one announcement record is expecting electronic full-text STI products, they must all be uploaded at this time. You can enter the name of the first file at the bottom of the screen, and then select UPLOAD. You can upload as many full-text files as necessary on subsequent screens.
Editing and Deleting Records
If you are financial assistance recipient/awardee, you may not edit after submitting your information. Please review and print your information carefully before submitting the notice. You will not be able to view or edit information once you submit. See the 241.3 Instructions for further information.
If you are a DOE Program/Operations/Field Office or Major Site/Facility Management Contractor, you may review the status of submitted announcement records and may edit or delete records or data in a specific record.
Editing a Record
To edit or delete a record, locate the needed record using the E-Link Search capability. Records can also be edited in the batch submission, but not deleted.
If you have input authority or releasing authority, you will be able to edit announcement and full-text information. To edit a record, select the EDIT button for that record on the Search Results screen. The selected record will appear with ‘Revised Announcement’ and Revised Product at the top of the page; you must complete one of these fields. If you are planning to submit new full text, select Revised Product. If you are only changing information on the announcement record itself such as author or title or report number, select Revised Announcement. Only users with releasing official authority can release revised records.
Deleting a Record
To delete a record, find the record through the E-Link Search capability, and then select the title of the record. This will display a list of all the fields in the record. At the bottom of that list is a Remove Record from E-Link button. If you select that button, a confirmation box will appear requiring you to enter a reason. If you select OK, that record and the corresponding STI product will be deleted.
System Requirements and Cookies
- Enabling Cookies is required.
- The web server for the announcement notices is on secure port 443. Some sites restrict the use of ports. See your system administrator for port accessing issues.
- If you have a firewall, you must include the address of your proxy server for HTTP access and assign it to port 443.
