Title: Renewable Energy Development in Indian Country: A Handbook for Tribes

This handbook is designed to be an accessible reference for those who are new to tribal energy project development or seek a refresher on key development issues as they navigate the project development process. It builds upon the wealth of feedback and experiences shared by tribal and other participants in the National Renewable Energy Laboratory's tribal energy training sessions to providetribal leaders, tribal economic and energy enterprises, and those supporting them with a general overview of the renewable energy project development process as well as detailed guidance on the following: how to structure a renewable energy project transaction to protect tribal interests, with an emphasis on joint project development efforts undertaken with nontribal parties; key energydevelopment agreements, including power sale agreements, transmission and interconnection agreements, and land leases; and ways tribes can finance renewable energy projects, including the sources of funding or financing that may be available, the types of investors that may be available, and federal tax incentives for renewable energy projects.
