Title: DYNAMIC ANALYSIS OF HANFORD UNIRRADIATED FUEL PACKAGE SUBJECTED TO SEQUENTIAL LATERAL LOADS IN HYPOTHETICAL ACCIDENT CONDITIONS

Abstract

Large fuel casks present challenges when evaluating their performance in the Hypothetical Accident Conditions (HAC) specified in the Code of Federal Regulations Title 10 part 71 (10CFR71). Testing is often limited by cost, difficulty in preparing test units and the limited availability of facilities which can carry out such tests. In the past, many casks were evaluated without testing by using simplified analytical methods. This paper presents a numerical technique for evaluating the dynamic responses of large fuel casks subjected to sequential HAC loading. A nonlinear dynamic analysis was performed for a Hanford Unirradiated Fuel Package (HUFP) [1] to evaluate the cumulative damage after the hypothetical accident Conditions of a 30-foot lateral drop followed by a 40-inch lateral puncture as specified in 10CFR71. The structural integrity of the containment vessel is justified based on the analytical results in comparison with the stress criteria, specified in the ASME Code, Section III, Appendix F [2], for Level D service loads. The analyzed cumulative damages caused by the sequential loading of a 30-foot lateral drop and a 40-inch lateral puncture are compared with the package test data. The analytical results are in good agreement with the test results.

  • An axisymmetric model of the 5320 package was created to perform hypothetical accident conditions (HAC) thermal calculations. The analyses assume the 5320 package contains 359 grams of plutonium-238 (203 Watts) in the form of an oxide powder at a minimum density of 2.4 g/cc or at a maximum density of 11.2 g/cc. The solution from a non-solar 100 F ambient steady-state analysis was used as the initial conditions for the fire transient. A 30 minute 1,475 F fire transient followed by cooling via natural convection and thermal radiation to a 100 F non-solar environment was analyzed to determine peak componentmore » temperatures and vessel pressures. The 5320 package was considered to be horizontally suspended within the fire during the entire transient.« less
  • This paper presents a finite-element technique to simulate the structural responses and to evaluate the cumulative damage of a radioactive material packaging requiring bolt closure-tightening torque and subjected to the scenarios of the Hypothetical Accident Conditions (HAC) defined in the Code of Federal Regulations Title 10 part 71 (10CFR71). Existing finite-element methods for modeling closure stresses from bolt pre-load are not readily adaptable to dynamic analyses. The HAC events are required to occur sequentially per 10CFR71 and thus the evaluation of the cumulative damage is desirable. Generally, each HAC event is analyzed separately and the cumulative damage is partially addressedmore » by superposition. This results in relying on additional physical testing to comply with 10CFR71 requirements for assessment of cumulative damage. The proposed technique utilizes the combination of kinematic constraints, rigid-body motions and structural deformations to overcome some of the difficulties encountered in modeling the effect of cumulative damage. This methodology provides improved numerical solutions in compliance with the 10CFR71 requirements for sequential HAC tests. Analyses were performed for the Bulk Tritium Shipping Package (BTSP) designed by Savannah River National Laboratory to demonstrate the applications of the technique. The methodology proposed simulates the closure bolt torque preload followed by the sequential HAC events, the 30-foot drop and the 30-foot dynamic crush. The analytical results will be compared to the package test data.« less
  • A simple reading-the-graph procedure has been developed to provide a quick estimate of maximum temperature in a package during hypothetical-accident thermal-test conditions. The procedure, based on applying the analytical solutions of a transient thermal-diffusion equation for temperatures in a semi-infinite solid and in an infinitely long circular cylinder subjected to step surface temperature boundary conditions, is applicable to all packages, with or without an internal heat source, that are protected by rectangular or cylindrical thermal insulating overpacks. Simple to follow, the procedure provides a conservative estimate of package maximum temperatures during hypothetical-accident thermal-test conditions. To demonstrate its applicability, the proceduremore » is applied to the Mound 9859 tritium trap package and two values of the thermal diffusivity of the insulation in the overpack.« less
  • This study addresses the structural analysis and evaluation of a design modification for a plate in the Fast Flux Test Facility heat temperature control system. The plate being considered is near a fuel transfer port system. The plate is flat and is supported by six long studs, five of which are along one side of the plate. Their location makes the plate act as a cantilever.The plate itself provides support to three vertical neutron shields on its free edges. During service, a uranium shield ring under the fuel transfer port nozzle oxidized and expanded. To prevent this expansion from causingmore » damage to the surrounding components, this ring was removed and replaced with lead blocks. Approximately one-fourth of the lead blocks rest on a free edge of the plate. This new configuration of the plate required updated seismic and hypothetical core disruptive accident analyses. Seismic and hypothetical core disruptive accident analyses were performed and checked against the requirements of the American Society of Mechanical Engineers Code. The result showed that the design of the existing plate supports (the six studs) was not adequate for the added weight of the lead blocks. The design was modified to restrain the lead blocks. When the final design with modified boundary conditions was reevaluated, the stress results satisfied the Code requirements.« less
