Risk assessment and sludge management decision-makers proceed with caution
Unprecedented governmental concern over protecting public health and the environment from the negative effects of industrial operations has created the need for improved risk assessment techniques. Various methods of risk-benefit analysis in the area of municipal sludge management are discussed. While risk-benefit analyses can improve both the efficiency and effectiveness of sludge management policy formation, they do not consider intrinsically incorporated chance elements, such as excessive heavy metal levels in sludge or the functional failure of sludge processing systems. Sludge management decision-makers must be aware of the inherent limitations of risk-benefit analyses. -
Horizontal Niobrara play proceeding with caution
This paper reports that caution and careful planning are the watchwords for operators in their approach to horizontal drilling for oil in Puper Cretaceous Niobrara chalk in Colorado and Wyoming. Despite its geologic age equivalence with the Austin chalk of southeastern Texas, the formation has not attracted the same degree of attention or yielded as stunning results as the Austin chalk. Warning: use IFIM and HEP with caution
The Instream Flow Incremental Methodology is discussed in detail. Problems in using IFIM are identified and discussed. Among them are: IFIM assumes that the population levels of various fish species are directly related to the amount of habitat, but this relationship has been difficult to demonstrate. Also, IFIM does not address food availability. In situations where fish are limited by food supply and food supply is not related to streamflow, then the results of IFIM have little relevance.
