Title: Site environmental report for 2002.

Abstract

Sandia National Laboratories, California (SNL/CA) is a government-owned/contractor-operated laboratory. Sandia Corporation, a Lockheed Martin Company, operates the laboratory for the Department of Energy's (DOE) National Nuclear Security Administration. The DOE, Sandia Site Office oversees operations at the site, using Sandia Corporation as a management and operating contractor. This Site Environmental Report for 2002 was prepared in accordance with DOE Order 231.1. The report provides a summary of environmental monitoring information and compliance activities that occurred at SNL/CA during calendar year 2002. General site and environmental program information is also included.

    The 2002 Wastewater Land Application site Performance Reports for the Idaho National Engineering and Environmental Laboratory describe site conditions for the facilities with State of Idaho Wastewater Land Application Permits. Permit-required monitoring data are summarized, and permit exceedences or environmental impacts relating to the operation of the facilities during the 2002 permit year are discussed.

    This report discusses the accomplishments of the environmental protection program at Argonne National Laboratory-East (ANL-E) for calendar year 2002. The status of ANL-E environmental protection activities with respect to the various laws and regulations that govern waste handling and disposal is discussed, along with the progress of environmental corrective actions and restoration projects. To evaluate the effects of ANL-E operations on the environment, samples of environmental media collected on the site, at the site boundary, and off the ANL-E site were analyzed and compared with applicable guidelines and standards. A variety of radionuclides were measured in air, surface water, on-sitemore » groundwater, and bottom sediment samples. In addition, chemical constituents in surface water, groundwater, and ANL-E effluent water were analyzed. External penetrating radiation doses were measured, and the potential for radiation exposure to off-site population groups was estimated. Results are interpreted in terms of the origin of the radioactive and chemical substances (i.e., natural, fallout, ANL-E, and other) and are compared with applicable environmental quality standards. A U.S. Department of Energy dose calculation methodology, based on International Commission on Radiological Protection recommendations and the U.S. Environmental Protection Agency's CAP-88 (Clean Air Act Assessment Package-1988) computer code, was used in preparing this report.« less

  • This annual environmental monitoring report for the West Valley Demonstration Project (WVDP or Project) is published to inform those with interest about environmental conditions at the WVDP. In accordance with U.S. Department of Energy (DOE) Order 231.1, Environment, Safety, and Health Reporting, the report summarizes calendar year (CY) 2002 environmental monitoring data so as to describe the performance of the WVDP's environmental management system, confirm compliance with standards and regulations, and highlight important programs. In 2002, the West Valley Demonstration Project, the site of a DOE environmental cleanup activity operated by West Valley Nuclear Services Co. (WVNSCO), was in themore » final stages of stabilizing high-level radioactive waste (HLW) that remained at the site after commercial nuclear fuel reprocessing had been discontinued in the early 1970s. The Project is located in western New York State, about 30 miles south of Buffalo, within the New York State-owned Western New York Nuclear Service Center (WNYNSC). The WVDP is being conducted in cooperation with the New York State Energy Research and Development Authority (NYSERDA). Ongoing work activities at the WVDP during 2002 included: (1) completing HLW solidification and melter shutdown; (2) shipping low-level radioactive waste off-site for disposal; (3) constructing a facility where large high-activity components can be safely packaged for disposal; (4) packaging and removing spent materials from the vitrification facility; (5) preparing environmental impact statements for future activities; (6) removing as much of the waste left behind in waste tanks 8D-1 and 8D-2 as was reasonably possible; (7) removing storage racks, canisters, and debris from the fuel receiving and storage pool, decontaminating pool walls, and beginning shipment of debris for disposal; (8) ongoing decontamination in the general purpose cell and the process mechanical cell (also referred to as the head end cells); (9) planning for cleanup of waste in the plutonium purification cell (south) and extraction cell number 2 in the main plant; (10) ongoing characterization of facilities such as the waste tank farm and process cells; (11) monitoring the environment and managing contaminated areas within the Project facility premises; and (12) flushing and rinsing HLW solidification facilities.« less

  • The United States (U.S.) Department of Energy (DOE) Carlsbad Field Office (CBFO) and Washington TRU Solutions LLC (WTS) are dedicated to maintaining high quality management of Waste Isolation Pilot Plant (WIPP) environmental resources. DOE Order 5400.1, General Environmental Protection Program, and DOE Order 231.1, Environment, Safety, and Health Reporting, require that the environment at and near DOE facilities be monitored to ensure the safety and health of the public and the environment. This Waste Isolation Pilot Plant 2002 Site Environmental Report summarizes environmental data from calendar year 2002 that characterize environmental management performance and demonstrate compliance with federal and statemore » regulations. This report was prepared in accordance with DOE Order 5400.1, DOE Order 231.1, and Guidance for the Preparation of DOE Annual Site Environmental Reports (ASERs) for Calendar Year 2002 (DOE Memorandum EH-41: Natoli:6-1336, April 4, 2003).   • Each year, Ernest Orlando Lawrence Berkeley National Laboratory prepares an integrated report on its environmental programs to satisfy the requirements of United States Department of Energy Order 231.1. The ''Site Environmental Report for 2002'' summarizes Berkeley Lab's compliance with environmental standards and requirements, characterizes environmental management efforts through surveillance and monitoring activities, and highlights significant programs and efforts for calendar year 2002. Throughout this report, Ernest Orlando Lawrence Berkeley National Laboratory is referred to as ''Berkeley Lab,'' ''the Laboratory,'' ''Lawrence Berkeley National Laboratory,'' and ''LBNL.'' The report is separated into two volumes. Volume I contains a general overview of themore » Laboratory, the status of environmental programs, and summarized results from surveillance and monitoring activities. Volume II contains individual data results from the monitoring programs. This year, the ''Site Environmental Report'' was distributed on a CD in PDF format that includes Volume I, Volume II, and related documents. The report is also available on the Web at http://www.lbl.gov/ehs/esg/. The report follows the Laboratory's policy of using the International System of Units (SI), also known as the metric system of measurements. Whenever possible, results are additionally reported using the more conventional (non-SI) system of measurements because this system is referenced by some current regulatory standards and is more familiar to some readers. The tables included at the end of the Glossary are intended to help readers understand the various prefixes used with SI units of measurement and convert these units from one system to the other.« less
