Title: Action Memorandum for the Engineering Test Reactor under the Idaho Cleanup Project

Abstract

This Action Memorandum documents the selected alternative for decommissioning of the Engineering Test Reactor at the Idaho National Laboratory under the Idaho Cleanup Project. Since the missions of the Engineering Test Reactor Complex have been completed, an engineering evaluation/cost analysis that evaluated alternatives to accomplish the decommissioning of the Engineering Test Reactor Complex was prepared adn released for public comment. The scope of this Action Memorandum is to encompass the final end state of the Complex and disposal of the Engineering Test Reactor vessol. The selected removal action includes removing and disposing of the vessel at the Idaho CERCLA Disposal Facility and demolishing the reactor building to ground surface.

  • This Action Memorandum documents the selected alternative to perform general decommissioning activities at the Idaho National Laboratory (INL) under the Idaho Cleanup Project (ICP). Preparation of this Action Memorandum has been performed in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended by the "Superfund Amendments and Reauthorization Act of 1986", and in accordance with the "National Oil and Hazardous Substances Pollution Contingency Plan". An engineering evaluation/cost analysis (EE/CA) was prepared and released for public comment and evaluated alternatives to accomplish the decommissioning of excess buildings and structures whose missions havve been completed.
  • The Department of Energy (DOE) has prepared an environmental assessment (EA), DOE/EA-0854, for an interim action under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). The proposed action would be conducted at Pit 9, Operable Unit 7--10, located at the Subsurface Disposal Area (SDA) of the Radioactive Waste Management Complex (RWMC) at the Idaho National Engineering Laboratory (INEL). The proposed action consists of construction of retrieval and processing buildings, excavation and retrieval of wastes from Pit 9, selective physical separation and chemical extraction, and stabilization of wastes either through thermal processing or by forming a stabilized concentrate. The proposedmore » action would involve limited waste treatment process testing and full-scale waste treatment processing for cleaning up pre-1970 Transuranic (TRU) wastes in Pit 9. The purpose of this interim action is to expedite the overall cleanup at the RWMC and to reduce the risks associated with potential migration of Pit 9 wastes to the Snake River Plain Aquifer.« less
  • Studies of flow through the unsaturated zone and perched ground-water zones above the Snake River Plain aquifer are part of the overall assessment of ground-water flow and determination of the fate and transport of contaminants in the subsurface at the Idaho National Engineering and Environmental Laboratory (INEEL). These studies include definition of the hydrologic controls on the formation of perched ground-water zones and description of the transport and fate of wastewater constituents as they moved through the unsaturated zone. The definition of hydrologic controls requires stratigraphic correlation of basalt flows and sedimentary interbeds within the saturated zone, analysis of hydraulicmore » properties of unsaturated-zone rocks, numerical modeling of the formation of perched ground-water zones, and batch and column experiments to determine rock-water geochemical processes. This report describes the development of a transient numerical simulation that was used to evaluate a conceptual model of flow through perched ground-water zones beneath wastewater infiltration ponds at the Test Reactor Area (TRA).« less
  • In September 2007, CH2M-WG Idaho completed the decontamination, decommissioning and demolition (D and D) of the Engineering Test Reactor (ETR) facility. The 50-year-old research reactor, located at the Idaho National Laboratory site, posed significant challenges involving regulations governing the demolition of a historical facility, the removal of a large amount of hazardous materials as well as issues associated with the removal and disposal of the 112-ton reactor vessel. Prior to commencing full scale D and D, hazardous constituents were removed including cadmium, PCB oils and electrical components, lead, asbestos and mercury among others. The reactor required isolation in order tomore » be removed. Due to activated metal within the reactor vessel, dose rates in the core region were approximately 1100 R/hr. Subsequent dose rates outside the vessel varied from 60 mR to greater than 2 R. Due to the dose rates, the project team decided to fill the reactor vessel with grout to a level above the core region and below the discharge to the canal. To remove the reactor, access to the 17 mounting shoes was required. These shoes were encased in the high density concrete biological shield approximately 8 feet below grade. The project team used explosives to remove the biological shield. The demolition had to be controlled to prevent damaging the reactor vessel and to limit the seismic impact on a nearby operating reactor. Upon completion of the blast, the concrete was removed exposing the support shoes for the vessel. The reactor building was then demolished to accommodate the twin gantry system used to lift the reactor vessel. In September, the reactor vessel was lifted and placed onto a multi-axle trailer for transport to an onsite disposal facility. (authors)« less
  • This Proposed Plan describes alternatives for an interim action that is being considered to reduce the contamination near the injection well and in the surrounding groundwater at the Test Area North (TAN) at the Idaho National Engineering Laboratory (INEL). The injection well is located at the Technical Support Facility in the central part of TAN which consists of facilities for storing, examining, and managing spent nuclear fuels. This plan highlights the preferred interim remedial action proposed by the US Department of Energy (DOE), with the agreement of the US Environmental Protection Agency (EPA) and the Idaho Department of Health andmore » Welfare (IDHW). The plan was developed and is issued in accordance with Section 117(a) of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). This plan also meets DOE requirements for evaluating the environmental impacts of all the alternatives.« less
