Title: Estimating design costs for first-of-a-kind projects

Abstract

Modern scientific facilities are often outcomes of projects that are first-of-a-kind, that is, minimal historical data are available for project costs and schedules. However, at Fermilab, there was an opportunity to execute two similar projects consecutively. In this paper, a comparative study of the design costs for these two projects is presented using earned value methodology. This study provides some insights into how to estimate the cost of a replicated project.

  • The US Synthetic Fuels Corporation (SFC) was established in 1980 under Public Law 96-294 to provide financial assistance to projects that produce petroleum or natural gas substitutes from coal, oil shale, tar sands and heavy oil. Since its inception the SFC has received and evaluated over 100 proposals for projects of varying sizes and maturity. Proposal cost estimates are provided for total project life from its present state of development through steady-state operation. Various projects have been through the total SFC evaluation and negotiations processes. The evaluation process provides for consistent and thorough strength examinations of all aspects of amore » project, including the accuracy of the estimated cost of capital, start-up, and operations. The SFC's evaluation program is described as well as the major evaluation results. It has been projected that base project cost (contingency not included) increases as project definition increases. It was determined that this premise is accurate. Future plans of the SFC are discussed.« less
  • Gujarat Heavy Chemicals Limited (GHCL) in Gujarat State in India is one of the largest manufacturers of Soda Ash with modern most technology from Akzo of Neitherland. GHCL with earlier experience of firing of kind of lignite on travagrate boiler and with converted fluidized bed boiler has very clearly identified the problem areas for review and with that rich experience awarded contract to Thermax Babcock and Wilcox Limited (TBW), Pune, India a joint venture company of Thermax Limited, Pune, India and Babcock and Wilcox, USA. Accordingly, boiler has been designed to suit Kutch Lignite and Coal with AFBC Technology, Singlemore » Drum Design, top supported with underbed feeding system. Capacity of boiler is 90 Ton/Hr with design pressure of 130 kg/cm{sup 2} with superheated steam temperature of 510 C. This is the first boiler in India with such a high pressure and temperature conditions for this capacity firing lignite. Other first of its kind features include single drum boiler convection bank made with headers and tubes, riffled inbed evaporator tubes, erosion protection by surface coating and not by studs, line bed system for inert material, no soot blowers, specially designed double hinged SS supports for inbed superheater coils etc. This boiler also has a provision of over fire air arrangement for better combustion split. Other unique features include the start-up arrangement by HSD burners which can take the boiler up to 30% load, provision for flue gas recirculation system, specially designed SS air distribution nozzles, separate compartments for under feed, ash drain and air cooled distribution plate with 1:5 turndown.   • This paper describes a new approach for the numerical solution of Fredholm integral equations of the first kind (FIEFK). Examples of where this kind of problem may occur in chemical engineering include determination site-energy distributions, determination of pore-size distributions and using chemically reacting tracers to measure temperature profiles in plug-flow systems. FIEFK also occur frequently in other fields of engineering and science. Several numerical examples are used to illustrate the new technique.
  • The purpose of this paper is to review the planning and the underlying logic involved with the first dismantlement of a power reactor in the United States. It includes the engineering and predeployment development phase and the actual work performance, including optimization of work force application and resolution of problems as they occurred in the field.
