Title: Environmental Assessment and Finding of No Significant Impact: Center for Integrated Nanotechnologies at Sandia National Laboratories/New Mexico

Abstract

In 1999, the United States government announced the National Nanotechnology Initiative (NNI) that included a proposal directed at doubling the nation's investment in nanotechnology to ensure the United States' competitive position in the rapidly developing field of nanotechnology. As part of the NNI, the National Science and Technology Council Interagency Working Group on Nanoscale Science, Engineering, and Technology (IWGN) concluded that research centers would permit activities that cannot be accomplished in the traditional mode of small groups or single investigators or with the current research infrastructure. The IWGN recognized the importance of establishing research centers with major Department of Energy (DOE) specialized and user facilities. Consequently, the DOE Office of Basic Energy Sciences (OBES) plans to support the NNI, in part, through the establishment of an integrated national program of Nanoscale Science Research Centers (NSRC) affiliated with major facilities at DOE's national laboratories. Specific objectives of the NSRCs are to accomplish the following: (1) Advance the fundamental understanding and control of materials at the nanoscale regime; (2) Provide an environment to support research of a scope, complexity, and disciplinary breadth not possible under traditional investigator or small group efforts; (3) Provide the foundation for the development of nanotechnologies important tomore » the DOE; (4) Provide state-of-the-art equipment to in-house laboratory, university, and industry researchers and optimize the use of national user facilities for materials characterization employing electrons, photons, and neutrons; (5) Provide a formal mechanism for both short- and long-term collaborations and partnerships among DOE laboratory, academic, and industrial researchers; and (6) Provide training for graduate students and postdoctoral associates in interdisciplinary nanoscale science, engineering, and technology research.« less

  • The National Nuclear Security Administration (NNSA) has assigned a continuing role to Los Alamos National Laboratory (LANL) in carrying out NNSAs national security mission. To enable LANL to continue this enduring responsibility requires that NNSA maintain the capabilities and capacities required in support of its national mission assignments at LANL. To carry out its Congressionally assigned mission requirements, NNSA must maintain a safe and reliable infrastructure at LANL. Upgrades to the various utility services at LANL have been ongoing together with routine maintenance activities over the years. However, the replacement of a certain portion of natural gas service transmission pipelinemore » is now necessary as this delivery system element has been operating well beyond its original design life for the past 20 to 30 years and components of the line are suffering from normal stresses, strains, and general failures. The Proposed Action is to grant an easement to the Public Service Company of New Mexico (PNM) to construct, operate, and maintain approximately 15,000 feet (4,500 meters) of 12-inch (in.) (30-centimeter [cm]) coated steel natural gas transmission mainline on NNSA-administered land within LANL along Los Alamos Canyon. The new gas line would begin at the existing valve setting located at the bottom of Los Alamos Canyon near the Los Alamos County water well pump house and adjacent to the existing 12-in. (30-cm) PNM gas transmission mainline. The new gas line (owned by PNM) would then cross the streambed and continue east in a new easement obtained by PNM from the NNSA, paralleling the existing electrical power line along the bottom of the canyon. The gas line would then turn northeast near State Road (SR) 4 and be connected to the existing 12-in. (30-cm) coated steel gas transmission mainline, located within the right-of-way (ROW) of SR 502. The Proposed Action would also involve crossing a streambed twice. PNM would bore under the streambed for pipe installation. PNM would also construct and maintain a service road along the pipeline easement. In addition, when construction is complete, the easement would be reseeded. Portions of the Proposed Action are located within potential roosting and nesting habitat for the Mexican spotted owl (Strix occidentalis lucida), a Federally protected threatened species. Surveys over the last seven years have identified no owls within this area. The Proposed Action would be conducted according to the provisions of the LANL Threatened and Endangered Species Habitat Management Plan. Effects would not be adverse to either individuals or potential critical habitat for protected species. Cultural resources within the vicinity of the proposed easement would be avoided with the exception of an historic trail. However, the original trail has been affected by previous activities and no longer has sufficient historical value to be eligible for listing on the National Register of Historic Places. Minimal undisturbed areas would be involved in the Proposed Action. Most of the proposed easement follows an established ROW for the existing electrical power line. There are several potentially contaminated areas within Los Alamos Canyon; however, these areas would be avoided, where possible, or, if avoidance isn't possible or practicable under the Proposed Action, the contaminated areas would be sampled and remediated in accordance with New Mexico Environment Department requirements before construction.« less
  • In accordance with the Energy Reorganization Act of 1974 (42 U.S.C. 5801), the U.S. Department of Energy (DOE) established the Solar Energy Research Institute (SERI) in 1977. SERI was designated as a national laboratory and became the National Renewable Energy Laboratory (NREL) in 1991. NREL was established to support DOE's mission to research and develop energy efficiency and renewable energy technologies. Among other responsibilities, NREL operates the National Wind Technology Center (NWTC) located in Jefferson County, Colorado. The NWTC is a federally-owned, contractor-operated site. In accordance with the DOE National Environmental Policy Act (NEPA) regulations, DOE is required to evaluatemore » existing Site-Wide Environmental Assessments (EA) every five years to determine whether the Site-Wide EA adequately addresses current agency plans, functions, programs and resource utilization. A Site-Wide EA for the NWTC was published in 1996 (DOE-EA-1127). DOE has determined that a new comprehensive EA should be prepared for the site to address new site development proposals and changes in the regional environment. DOE is the lead agency for this EA, and other federal, state, and local agencies and the public have been invited to participate in the environmental documentation process. The purpose of the Proposed Action is to support DOE's mission in the research and development of energy efficiency and renewable energy technologies. Alternative energy technology research is needed to improve technology designs, improve power generation efficiencies, increase economic competitiveness, and fully characterize and minimize environmental impacts from various technologies. The Proposed Action would provide and maintain enhanced facilities and infrastructure that would adequately support the site purpose of state-of-the-art alternative energy research, development, and demonstration.« less
  • Sandia National Laboratories/New Mexico (SNL/NM) is managed and operated for the U.S. Department of Energy (DOE) by Sandia Corporation, a subsidiary of the Lockheed Martin Company. SNL/NM is located on land controlled by DOE within the boundaries of Kirtland Air Force Base (KAFB) in Albuquerque, New Mexico. The major responsibilities of SNL/NM are the support of national security and energy projects. This report provides an environmental assessment of proposed remedial action activities at the solid waste management units at SNL/NM. A risk assessment of health hazards is also discussed.
  • The DOE proposes to continue operating the Sandia National Laboratories/New Mexico (SNL/NM) located in central New Mexico. The DOE has identified and assessed three alternatives for the operation of SNL/NM: (1) No Action, (2) Expanded Operations, and (3) Reduced Operations. The Expanded Operations Alternative is the DOE's preferred alternative (exclusive of the Microsystems and Engineering Sciences Applications Complex configuration). Under the No Action Alternative, the DOE would continue the historical mission support activities SNL/NM has conducted at planned operational levels. Under the Expanded Operations Alternative, the DOE would operate SNL/NM at the highest reasonable levels of activity currently foreseeable. Undermore » the Reduced Operations Alternative, the DOE would operate SNL/NM at the minimum levels of activity necessary to maintain the capabilities to support the DOE mission in the near term. Under all of the alternatives, the affected environment is primarily within 50 miles (80 kilometers) of SNL/NM.
