Government agencies, industry, and other national institutions need to create initiatives to study, understand, and develop creative new organizational models across the R and D enterprise, mitigating the effect of historical practices and segmented approaches, and enhancing the effectiveness of the R and D enterprise. Agencies, academia, and industry must work together to understand how enhanced education and awareness of a diverse workforce and public is needed to meet the new and evolving challenges of the 21st century.
