  • The flywheel development program is comprised of several principal thrust areas designed to correlate fibre materials research with rotor design and system application. These areas include: (i) flywheel hybrid power train design and optimization; (ii) rotor design-concept and materials application assessments; (iii) flywheel rotor stress analysis and design; (iv) fibre composite material manufacture; (v) ASTM standard materials testing; (vi) hydroburst testing of ring-type component specimens; (vii) filament wound ring residual stress analyses and (viii) development of a dynamic testing facility. The multi-thrust approach allows for several inter-correlation studies (eg. material properties vs. manufacture technique) as well as an overall iterativemore » design/manufacture/test program. The work is presented as a series of three papers: the first defines the physical requirements of an energy storage unit in a diesel-flywheel urban bus application; the second provides an assessment and design of fibre composite rotors suitable for the defined application and paper three outlines the composite materials manufacture and testing program being executed to provide the necessary rotor design and development data base.« less
  • Based on application, geometric and material design constraints, the single-material or multimaterial multi-ring rotor using either a metallic or SMC hub were judged as the most promising flywheel design concepts. This analysis centers on the stress patterns, working stress levels, rotor weight and geometry and material cost of possible flywheel designs. Physical sizing, maximum operating speeds and rotor weight are based on a 1.0 Kw-Hr usable energy storage with a 2:1 speed range. Various combinations of materials and stacking sequence give rise to a flywheel data base consisting of fifty-six possible working designs. Of these, six designs were selected asmore » holding considerable promise for a 1 Kw-Hr (usable, 2:1 speed range) anisotropic material flywheel including three biannular designs, one triannular, one multimaterial multi-ring and one single-material multiring. Several of these designs can meet all the design objectives/constraints imposed for the transportation application even for the 1.0 Kw-Hr usable energy requirement. S2-glass, AS-Carbon and Kevlar 49 were identified as the desirable materials for the manufacture and testing programs.« less
  • The manufacturing and testing portion of the flywheel development program has four main aims: (i) To evaluate flywheel manufacturing processes, (ii) To develop a full-size flywheel dynamic test capability, (iii) To develop materials data bases required for the design of flywheels, and (iv) to permit materials data correlations for different specimens/testing conditions. Manufacturing processes for composite materials have been evaluated with most of the effort concentrated on wet filament winding. Manufacturing parameters such as pot life, strand tension, strand damage and void content have been investigated for a large number of fibres and resin/hardener systems. The dynamic test facility hasmore » a high-speed evacuated chamber capable of containing and monitoring the high energy flywheel components under dynamic failure. Low speed (16,000 and 30,000 RPM) test rotors have been used to complete system proofing and to develop a drive system critical whirl frequency program. High-speed testing of the 22 in. diameter fibre composite rings is being evaluated. The basic materials data on E-Glass, S2 glass, Kevlar 49, and carbon/epoxy composites required for flywheel design have been determined from quasistatic tensile tests on ASTM longitudinal and transverse specimens and controlled strain rate hydroburst tests of 10.5 in. diameter filament wound rings. Data correlation studies are underway on the mechanical properties of ASTM flat bars (quasi-static testing), 10.5 in. diameter rings (hydroburst testing) and 22 in. diameter rings (spin testing).« less
  • Austin is the only city in attainment that has chosen to join the Clean Cities program. A recent emissions inventory completed by the City`s Air Quality Program shows that the largest single contributor to Austin`s deteriorating air quality is on-road mobile sources. Implementing the Clean Cities Program is one proactive step they are taking to keep the air clean. Although Austin Clean Cities chose to be fuel neutral they have found that propane and natural gas are the natural choices for them to use. The author was asked to address the potential pitfalls in setting up a Clean Cities program,more » and 20/20 hindsight reveals that Austin had a few housekeeping chores to attend to before starting the real work. There are lots of little details necessary to get an organization like this up and running and then keeping it healthy. These details need to be identified and addressed upfront and before any real work can be done. The advantage is that one gets a network that is able to gather, evaluate and disseminate information, and one gets a clean city.« less
  • The decreasing availability of new waste disposal sites, difficulty in obtaining regulatory approval and public acceptance for such sites, coupled with the need to control solid waste management cost, continues to drive solid waste managers to develop more efficient and cost-effective programs. One aspect of municipal waste management that has been the subject of much debate is municipal waste combustor ash. The current combination of emerging technologies, project economics, and regulatory acceptance has led to the active consideration of beneficial use of ash as a viable management alternative. This paper presents a case study of the development of York County'smore » ash management program. Designed to coordinate with the existing integrated Solid Waste Management Plan, York County's Ash Management Planning Study evaluated long-term ash management options including alternatives such as disposal and recycling; treatment and processing technologies; markets; regulatory factors; comparative cost analyses; as well as comparative risk analyses. Using the Ash Management Planning Study as its road map, York County pursued the procurement of ash treatment and recycling services that resulted in the selection of the full-service ash recycling vendor, American Ash Recycling Corporation. This paper traces the process followed by York County to develop its comprehensive ash management program.« less
