These procedures provide means by which EPA will test automobiles and calculate an average fuel economy for each manufacturer's product line. In addition to fuel economy testing and calculation procedures, EPA is hereby promulgating and proposing changes to the test procedures used for measuring both exhaust emissions and city fuel economy for 1978 model year automobiles and light trucks. The changes are intended to improve the accuracy of the tests but not to affect their stringency. (PCS)
