The experimental data on multiplicity, correlations, and inclusive spectra of protons, {pi}{sup {plus minus}} mesons, {gamma}, neutral strange particles, and fast neutrons produced in the backward ({theta}{sub lab}{gt}90{degree}) hemisphere in the laboratory system are presented for {ital p} {sup 20}Ne interactions and compared with predictions generated by the additive quark model, the Lund model, and the dual parton model. Whereas all these models adequately reproduce the {pi} and {gamma} data, only the additive quark model is consistent with the proton data. Strong evidence for the production of backward-emitted isobars is presented and lower limits (corresponding to {theta}{sub lab}{sup {pi}}{gt}90{degree}) are measured to be {sigma}({Delta}{sup ++})=6.6{plus minus}1.1 mb, {sigma}({Delta}{sup 0})=8.1{plus minus}1.0 mb, and {sigma}({ital N}{sup *}(1440))=3.3{plus minus}0.6 mb. These backward isobars are responsible for {similar to}30% of the backward {pi}{sup {plus minus}}. The evidence is much weaker for backward {rho}{sup 0} ({sigma}({rho}{sup 0})=0.81{sub {minus}0.81}{sup +0.21} mb) and {omega}{sup 0} ({sigma}({omega}{sup 0})=0.69{sub {minus}0.69}{sup +0.19} mb) at 95% C.L. Evidence of correlations between backward, cumulative protons and forward protons is presented. Using these correlations we present evidence for absorption of pions by quasi-two-nucleon systems within the neon nucleus: {sigma}({pi}+ {ital b}''{r arrow}{ital pp})=18.6{plus minus}3.0 mb and {sigma}({pi}+ {ital b}''{r arrow}{Delta}{ital p})=2.7{plus minus}1.6 mb.
