New constraints on energy research and development include: conservation of non-replenishable resources; consideration of international security, politics, and trade; economic feasibility; and social impact. This discussion (1) which examines some of the responsibilities the Federal government must discharge in giving effect to a national energy policy; (2) notes some of the R and D tasks that must be performed--to a very large extent through Federal initiative or guidance; and (3) gives some attention to R and D programs in the energy industry, using the electric-power industry as example.
