Title: Quality Assurance Program Plan for Comprehensive Environmental Response, Compensation, and Liability Act remedial investigation/feasibility study activities

Abstract

Both the US Department of Energy (DOE) and the US Environmental Protection Agency (EPA) have established quality assurance and quality control requirements that are applicable to the conduct of environmental investigations and remedial actions on the Hanford Site. For environmental activities that require remedial investigation/feasibility study (RI/FS) documentation in accordance with the Comprehensive Environmental Response, Compensation and Liability Act of 1980, as amended (CERCLA), the EPA requirements specified. The US Department of Energy-Richland Operations Office (DOE-RL) Order 5700.1A, Quality Assurance, requires that all activities on the Hanford Site be conducted in accordance with the requirements contained in ANSI/ASME NQA-1, Quality Assurance Program Requirements for Nuclear Facilities. To satisfy DOE-RL Order 5700.1A, Westinghouse Hanford Company has developed a site-wide quality assurance program. This program is described in the Westinghouse Hanford Company Quality Assurance Manual. Many of the quality requirements specified by DOE and by EPA are similar. This document describes the relationship between the DOE and EPA requirements and delineates the Westinghouse Hanford Company procedures that implement these requirements. In addition, the document also describes the primary elements required for site-specific RI/FS quality assurance project plans.
